Technology Control, Competition and National Security

Explores the foreign policy debate over how best to protect Western technology from Soviet bloc participation without hampering high technology exports. This collection of papers results from a seminar on the subject which focused on new U.S. national security export control legislation and changes in the U.S. and multilateral export control systems. Presents viewpoints from all institutions involved in the debate: Congress, the Administration, U.S. industry and key allies.
