John Coggon argues that the important question for analysts in the fields of public health law and ethics is 'what makes health public?' He offers a conceptual and analytic scrutiny of the salient issues raised by this question, outlines the concepts entailed in, or denoted by, the term 'public health' and argues why and how normative analyses in public health are inquiries in political theory. John Coggon is a research fellow in the School of Law, University of Manchester. His research focuses principally on legal, moral and political issues relating to health and welfare. He was the winner of the 2006 Mark S. Ehrenreich Prize in Healthcare Ethics Research, awarded by the Pacific Center for Health Policy and Ethics at the University of Southern California, in conjunction with the International Association of Bioethics. From 2007 to 2010 he held a British Academy postdoctoral fellowship.
