Multiculturalism is a concept that has been stretched to include a variety of political conditions, mainly in countries that have liberal democratic political systems and traditions. In this North/South ‘comparison’ we illuminate remedies pursued by governments and various political interests to address the binary. Women’s bodies and rights, and performances of femininity and masculinity often form the battleground of debates of multiculturalism and accommodation of cultural rights in both hemispheres. Tensions of culture and rights may not be the same everywhere. An interesting point of comparison is in the treatment of liberalism – often assumed in the global North to be the universal norms to be defended, whereas in the global South, liberalism itself may be viewed as the problem. Colonial histories are fraught with discriminatory legislation aimed at accommodating indigenous populations, in some cases reinforcing misogynist readings of indigenous or minority cultures and providing a trade-off for more structural redistributive justice through, for example, land reform.This book will show how varied and complex the embodiment of multiculturalism as a political practice, or policy discourse in different political contexts can be, and how often the outcome of multicultural discourses creates a binary between culture and universal human rights. The aim of this book is to grapple with dislodging this binary.This book was published as a special issue of Politikon.

Overcoming Intolerance in South Africa investigates the degree to which the political culture of South Africa - the beliefs, values, and attitudes toward politics held by ordinary people - impedes or promotes the consolidation of democratic reform. One set of values is of particular concern in this study - political tolerance. The authors contend that political tolerance is a crucial element of democratic political cultures in general, but that in the South African case, tolerance is perhaps more important than any other democratic value. Since South Africa is one of the most polyglot countries in the world, the only viable strategy for survival is tolerance toward the political views of others. The overwhelming emphasis throughout this book is on finding ways to enhance the willingness of South Africans to 'put up with' their political enemies, to allow open and widespread political competition, and to coexist in their diversity.

The study of citizenship in the context of South Africa implicitly challenges the rights-based democracy in South Africa, while literature regarding women and citizenship has greatly contributed to a new understanding of citizenship. Locally, many global processes are reproduced in the discourse of rights-claiming, issues of institutional representation, bodily integrity in the face of violence, and care in the face of a lack of care. This volume takes the debate of citizenship in South Africa in a more theoretical and empirical direction while engaging with knowledge produced elsewhere in the world. As part of the Gender in a Local/Global World series, it investigates the making of gendered citizenship, institutionalization of gender politics, the state of gendered policy making, local citizenship, rights, the women's movement, gendered violence, as well as citizenship and the body.

This book deals with feminist institutionalism through asking the key question: can gender equality be designed? It provides a critical analysis of the South African Commission for Gender Equality to assess its successes and failures over a more than 20-year period and provides insight into the design of structures of national gender machineries – how they are designed influences the outcomes for gender equality. The research in this collection sheds light on choices for institutional design of national gender machineries during democratic transitions, the co-optation of institutions, the silences and collusions of those selected to work in the institutions, and the resourcing of institutions and their impact on policy making for women's substantive equality. This book will have a broad appeal for scholars of feminist institutionalism.
