Chandler provides a comprehensive examination of border controls from the Bolshevik Revolution of 1917 to the collapse of the U.S.S.R. in 1991 and shows the continued importance of border controls for the newly independent Soviet successor states. She reveals the changing nature of Soviet border control policy, from the extreme Stalinist isolation of the 1930s to liberalization - and eventual instability - during perestroika in the late 1980s. Chandler argues that Communist ideology was not the only reason for the self-imposed isolation of the state and explores a complex, ever-changing set of political, inter-bureaucratic, and economic factors that combined to influence the Soviet Union''s closed-border policies. She draws on social science theories of comparative institutional change and state formation to illuminate policies within the Soviet state, which has often been regarded as a unique case. In studies of comparative politics and public policy specifically, interpersonal friendship has been generally regarded as a matter that belongs to the private domain, rather than a site for government intervention. And yet, friendship is inherently political. While friendships can and do evolve spontaneously between individuals, political factors can help to bring people together or drive them apart.Fomenting Friendship examines the ways in which friendship has been perceived in comparative politics, and the barriers to friendship that exist in capitalist society. These barriers, Andrea Chandler contends, have been shaped by government policy. Examining the reform process of the old age pension system in Russia, from its Soviet origins to the Putin era, Shocking Mother Russia adds significantly to the growing body of literature on comparative social policy and the political challenges of pension reform. Andrea Chandler explains why Russia's old-age pension system went into decline after the collapse of the Soviet Union in 1991, even though it was a prominent issue in the political arena at the outset of the post-communist transition.While tracing the roots of the system's difficulties to the Soviet Union's first efforts to establish a national social welfare system after 1917, Chandler nonetheless devotes the bulk of her study to the period from 1990 to 2001. While political factors impeded reform for much of this eleven-year period, ultimately Russia's striking policy reversals provide a case study for developing nations. In 1990, a new Russian pension law was adopted during the Soviet reform process of perestroika. The system was again significantly altered in 2001 when a market-reform-oriented package of pension legislation was passed. Shocking Mother Russia places the Russian experience in comparative perspective, and suggests lessons for pension reform derived from analysis of the Russian case.

How democratic regimes should engage with authoritarian regimes, or self-proclaimed authorities in states under occupation, has long been a subject of debate. The work examines Canada's relations with member-states of the Warsaw Pact during the Cold War. Central and East European communist states were nominally independent but established under occupation. Canadian leaders explored whether engaging in foreign relations with these countries would encourage liberalization or embolden dictatorships. Over time, Canada's position evolved as a policy of encouraging bilateral and multilateral diplomacy, while calling for the respect of human rights. However, Canada's economic relationship with East European states was at times at cross-purposes with its democratic principles. Andrea Chandler concludes that while Canada did play a role in encouraging democratization, the country's leaders did not sufficiently consider the impact of these policies on the citizens of Warsaw Pact countries.This book treats Canada’s engagement with Hungary, Poland, the German Democratic Republic, Romania, Bulgaria and Czechoslovakiaduring the Cold War, in which the Western countries of the North Atlantic Treaty Organization (including Canada) had an adversarial relation with the Soviet bloc nations.
