Men and Citizens in the Theory of International Relations deals with the tension between the obligations of citizenship and the obligations of humanity in modern theories of the state and international relations. It contains an historical overview of the way in which the relationship between citizenship and humanity has been conceived in political theory since the seventeenth century. Drawing upon the German idea of freedom developed in the writings of Kant, Hegel and Marx, Men and Citizens argues for the primacy of obligations to the human race. A postscript to this new edition provides a commentary on the writings of Habermas and Foucault. The line of argument developed in the first edition is reconsidered in the light of the current debate between critical theorists and anti-foundationalists. The case for a critical sociology of moral boundaries in international relations is presented in the final sections of the book.

Political Loyalty and the Nation-State examines the gradual weakening of the state's ability to order the political allegiances of its subjects. At the focal centre of the book lies the question of the extent to which it is possible to invest political principles, such as the rules and procedures of democracy, with a sentiment of loyalty and whether political loyalty can become merely a matter of choice and personal responsibility. The authors consider theoretical issues, problems of loyalty arising from population movement and case studies of conflicts of loyalty from Italy, Northern Ireland, and Russia. It is shown that loyalty can become decoupled from state, territory and nation; that loyalties can be multiple; and that today's loyalties reflect advanced attitudes towards difference.

The need to control violent and non-violent harm has been central to human existence since societies first emerged. This book analyses the problem of harm in world politics which stems from the fact that societies require the power to harm in order to defend themselves from internal and external threats, but must also control the capacity to harm so that people cannot kill, injure, humiliate or exploit others as they please. Andrew Linklater analyses writings in moral and legal philosophy that define and classify forms of harm, and discusses the ways in which different theories of international relations suggest the power to harm can be controlled so that societies can co-exist with the minimum of violent and non-violent harm.
