The Oxford Companion to United States History is a one-volume, alphabetically arranged encyclopedia offering comprehensive coverage of the field for pre-contact Native Americans to the end of the twentieth century. Dans le prolongement des analyses revelant l'existence d'un pouvoir gouvernant en tant que forme renouvelee du pouvoir executif, peut etre consacree l'existence d'un droit gouvernemental. Cette nouvelle approche a une incidence sur la perception du Parlement et de ses rapports avec le gouvernement.Elle confirme, d'une part, la necessite de renouveler l'approche du Parlement. Peuvent alors etre identifies son pouvoir parlementaire et sa fonction deliberante qui permettent de mesurer l'influence du Parlement a sa capacitea disposer des moyens necessaires, non pas pour decider, mais pour influencer la decision politique et ainsi y contribuer.Elle invite, d'autre part, a etudier la possibilite d'un encadrement du droit gouvernemental par les assemblees. De ce point de vue, par le biais de leur pouvoir parlementaire et de leur fonction deliberante, elles participent a l'encadrement du droit gouvernemental au travers de sa production, de sa delimitation et de son controle. Ce faisant elles peuvent encadrer l'action du gouvernement.
