Against the Odds is the story of a man who played an important role in the postwar economic development of Canada. Louis Rasminsky, governor of the Bank of Canada from 1961 to 1973, was one of only two Jewish senior civil servants in Canada when he was appointed. This authorized biography of Rasminsky's professional life will enlighten anyone interested in the formation of Canadian economic and monetary policy after World War II. It is the tale of an extraordinary figure in Canadian history. Rising above many formidable challenges, Rasminsky made a name for himself at the Bank of Canada, at the Foreign Exchange Control Board and later at the international conferences that helped restructure the world economy. The heart of this work is devoted to his increasingly important work at the Bank from 1940 on, his time as governor, and the role the Bank played in Canada's economic development. Bruce Muirhead has produced a work that is the product of thorough research in the archives of Geneva, London, Ottawa, Washington and elsewhere. As well, he interviewed many principals in the events that he describes and had direct access to Rasminsky's personal papers and the subject himself. This is a sound, scholarly treatment of a remarkable individual. As well, Against the Odds will do much to restore the Bank of Canada as an institution to its rightful place at the centre of scholarly treatments of financial questions and the international negotiations surrounding them.

A generation of Canadian historians has viewed the mid-twentieth century as an era when Canada gave ground to the United States in most areas of foreign trade policy. In Dancing around the Elephant, Bruce Muirhead elegantly and cogently disputes this view.Drawing on extensive archival research, Muirhead notes a number of cases where Canadian policy makers actually got the better of their American counterparts, such as the Auto Pact, and examines contextual reasons for the pessimistic view of Canada's trade position and hostile scepticism of American dominance: the rise of Canadian nationalism, the growth of anti-Americanism (based largely on the American role in Vietnam), and the election of Pierre Elliot Trudeau as prime minister in 1968. Muirhead also dispels the myth that the poor relationship between Prime Minister John Diefenbaker and President John F. Kennedy served to wreak havoc on Canadian-American relations, clearly demonstrating its lack of effect on trade patterns. While not disregarding a number of trade failures - particularly with the United Kingdom and Europe - Dancing around the Elephant refutes the position of those who question Canada's economic independence in the mid-century and will prove tremendously controversial with economic historians and those who study Canadian nationalism.

Exploring the ways in which culture, systems of value, and ethics impact agriculture, this volume addresses contemporary land questions and conditions for agricultural land management. Throughout, the editors and contributors consider a range of issues, including pressure on farmland, international and global trade relations, moral and ethical questions, and implications for governance.
The focus of Finance or Food? is land use in Australia, Canada, and Norway, chosen for their commonalities as well as their differences. With reference to these specific national contexts, the contributors explore political, ecological, and ethical debates concerning food production, alternative energy, and sustainability. The volume argues that recognition of food, finance, energy, and climate crises is driving investments and reframing the strategies of development agencies. At the same time, food producers, small farmers, and pastoralists facing eviction from their land are making their presence felt in this debate, not just locally, but in national policy arenas and international fora as well.
This volume investigates the many ways in which this process is occurring and draws out the cultural implications of new developments in global land use. An important intervention into a timely debate, Finance or Food? will be essential reading for both academics and policymakers.

The book focuses on the International Development Research Centre as a unique institution that has funded research in the developing South - research proposed and undertaken by Southern researchers - and how, as a result, it has had tremendous impact despite a relatively small budget. The IDRC is much better known in the developing South than in Canada; in many of the roughly 150 countries in which it has provided research funding it has contributed to creating a very positive image of Canada. The centre's arms-length relationship with Canadian government assistance provides it with enormous freedom and flexibility - it was established in 1970 with its own act under the Trudeau government. The IDRC board is one-half international and one-half Canadian and is the only governmental agency in the world that has this structure, giving them unique insight into Southern development issues. One of the IDRC's founding principles was its insistence on having Southern researchers decide which projects would be put forward for possible funding, and much care has been taken to avoid ""research imperialism"" or ""colonialism."" An analysis of the path less travelled, but which IDRC found amenable, is fundamental to this history of the centre, and the book highlights the decisions, ideas, and practices that flow from this basic premise.
