While the economic growth renaissance in sub-Saharan Africa is widely recognized, much less is known about progress in living conditions. This book comprehensively evaluates trends in living conditions in 16 major sub-Saharan African countries, corresponding to nearly 75% of the total population. A striking diversity of experience emerges. While monetary indicators improved in many countries, others are yet to succeed in channeling the benefits of economic growth into the pockets of the poor. Some countries experienced little economic growth, and saw little material progress for the poor. At the same time, the large majority of countries have made impressive progress in key non-monetary indicators of wellbeing. Overall, the African growth renaissance earns two cheers, but not three. While gains in macroeconomic and political stability are real, they are also fragile. Growth on a per capita basis is much better than in the 1980s and 1990s, yet not rapid compared with other developing regions. Importantly from a pan-African perspective, key economies-particularly Kenya, Nigeria, and South Africa-are not among the better performers. Looking forward, realistic expectations are required. The development process is, almost always, a long hard slog. Nevertheless, real and durable factors appear to be at play on the sub-continent with positive implications for growth and poverty reduction in future.

Detailed analyses of poverty and wellbeing in developing countries, based on household surveys, have been ongoing for more than three decades. The large majority of developing countries now regularly conduct a variety of household surveys, and the information base in developing countries with respect to poverty and wellbeing has improved dramatically. Nevertheless, appropriate measurement of poverty remains complex and controversial. This is particularly true in developing countries where (i) the stakes with respect to poverty reduction are high; (ii) the determinants of living standards are often volatile; and (iii) related information bases, while much improved, are often characterized by significant non-sample error. It also remains, to a surprisingly high degree, an activity undertaken by technical assistance personnel and consultants based in developed countries. This book seeks to enhance the transparency, replicability, and comparability of existing practice. In so doing, it also aims to significantly lower the barriers to entry to the conduct of rigorous poverty measurement and increase the participation of analysts from developing countries in their own poverty assessments. The book focuses on two domains: the measurement of absolute consumption poverty and a first order dominance approach to multidimensional welfare analysis. In each domain, it provides a series of flexible computer codes designed to facilitate analysis by allowing the analyst to start from a flexible and known base. The book volume covers the theoretical grounding for the code streams provided, a chapter on ''estimation in practice'', a series of 11 case studies where the code streams are operationalized, as well as a synthesis, an extension to inequality, and a look forward.

The 21st Conference of the Parties (CoP21) to the United Nations Framework Convention on Climate Change (UNFCCC) shifted the nature of the political economy challenge associated with achieving a global emissions trajectory that is consistent with a stable climate. The shifts generated by CoP21 place country decision-making and country policies at centre stage. Under moderately optimistic assumptions concerning the vigour with which CoP21 objectives are pursued, nearly every country will attempt to design and implement the most promising and locally relevant policies for achieving their agreed contribution to global mitigation. These policies will vary dramatically across countries as they embark on an unprecedented era of policy experimentation in driving a clean energy transition. This book steps into this new world of broad-scale and locally relevant policy experimentation. The chapters focus on the political economy of clean energy transition with an emphasis on specific issues encountered in both developed and developing countries. The authors contribute a broad diversity of experience drawn from all major regions of the world, representing a compendium of what has been learned from recent initiatives, mostly (but not exclusively) at country level, to reduce GHG emissions. As this new era of experimentation dawns, their contributions are both relevant and timely.

This volume contains a stimulating collection of analytical studies focusing on taxation in Mozambique. It tells a compelling story about tax systems in a low income economy increasingly integrated into the world trading system, but very much dependent on foreign trade taxes and international development assistance. Key issues covered include: A better understanding of the historical background of tax reforms in a representative African economy (Mozambique) along with an assessment of taxation performance in a comparative perspective. Insights into the practice and implications of tax policy, both from the perspective of the consumer and the firm level. Discussion of the existing institutional set up in which tax policy and its enforcement operate and analyses of current tax practices. Taxation themes at the border and at domestic level, which are typical for low-income economies, characterized by a high degree of reliance on foreign trade taxes. This volume is meant as a guide for developing country government officials and professional aid practitioners as well as academics, researchers and tax policy analysts working in the development field. It will also be of interest to students of development with a special interest in public finance issues in poor countries and how to improve policy-effectiveness, including tax policy, in a developing country setting.

This book provides the first comprehensive and systematic account of the multi-level governance system adopted by China in realizing the Dual-Carbon transition. This governance system encompasses the participation of the government, the market, industry and all sectors of society, and emphasizes coordination and cooperation between all levels of government between different sectors, and between domestic and international levels. The book finds that the government can play an important leadership and guidance role in the Dual-Carbon transition. By formulating and implementing relevant policies, regulations and planning, the government can promote the process of Dual-Carbon development. Second, the full utilization of market mechanisms also plays a key role. Through measures such as establishing a carbon market and promoting carbon pricing, the market mechanism promotes the innovation and application of low carbon technologies. In addition, the active participation of industry is an indispensable factor in realizing a Dual-Carbon transition. Industry and agriculture have contributed to Dual-Carbon development by promoting the efficient use of resources and the adoption of green production methods. Finally, raising public awareness and participation in environmental protection is also indispensable, and the process of Dual-Carbon transition is effectively promoted through publicity and education, social organizations and public participation. By addressing multiple themes, this book provides a comprehensive understanding and in-depth analysis of the Dual-Carbon transition, and offers scientific guidance and policy recommendations for China's sustainable development and the achievement of Dual-Carbon goals. At the same time, the significance of this book lies in the fact that it provides reference for other countries and regions, and makes a positive contribution to global climate governance.Parts of this book's translation from its Chinese original manuscript were completed with the assistance of artificial intelligence. The author subsequently revised the content.
