This book examines the financing of China’s health system, argues that present arrangements are not adequate and proposes an increased role for commercial health insurance as a way of overcoming the difficulties. Highlighting that China’s present social medical insurance system can only cover basic medical services, with the results that many Chinese people with higher income are going abroad for high-quality medical services and that doctors are not bringing in the salaries and obtaining the social status they expect, the book suggests that commercial health insurance offers a possible solution, in that it can help meet the demand of higher-income groups for better healthcare services while at the same time increasing the income of more competent medical professionals. The book goes on to consider the current state of China’s commercial insurance industry, outlining the various challenges that the industry needs to overcome if it is to fulfil an increased role, challenges such as greater specialization, increased capacity, structural reform, improved regulation and closer integration with China’s medical reform programme.

This book examines China’s resource endowment and the country’s current exploitation and use of resources and analyzes the main challenges and potential opportunities facing the country. It then discusses how to improve the efficiency with which resources are used by taking a ‘full-life-cycle’ approach to resource use. After summing up the evolution of China’s policies and systems relating to resources and the environment, this book goes on to study how China’s participation in global resource allocation and global resource governance has progressed under its open-economy situation, as well as challenges facing that participation. Based on all these analysis, the report proposes two targets for managing the total quantities of two specific metrics. That is, it recommends aiming to reach peak consumption of resources and peak emission of pollutants by 2030. Urbanization is one of the major challenges facing China. Of China’s 1.3 billion people, around half still live in rural areas. There has been huge migration from rural areas to cities in recent years, a trend that is likely to continue strong for some time. The strains that this vast migration puts on China’s cities are enormous. This book makes available for the English-speaking reader the results of a large group of research projects undertaken by CDRF, one of China’s leading think tanks, into the details of rural-urban migration, the resulting urban growth and the problems associated with all this. The book goes on to put forward a new strategy, which aims to ensure that China’s urbanization proceeds in an orderly manner and that people and their needs are put at the centre of the strategy. Key parts of the strategy include that 'city clusters' should become the main form of urbanization; that these should be arranged geographically in a pattern of 'two horizontal lines and three vertical lines'; that industrial and employment structures should highlight regional features and diversity; that urban public services should be more equitably distributed; that there should be new forms of urbanization management and city governance to accelerate urbanization and ensure harmonious social development; and that the whole process should be conducted in an ecological, 'green' way.
