Inflexibilität wird fiir Hysterese verantwortlich gemacht, so dass die in einer Rezession eingetretene Arbeitslosigkeit in einem erneuten Konjunkturaufschwung nicht vollständig wie­ der abgebaut wird. Die aus der ökonomischen Theorie ableitbare Voraussage, dass bei einem Nachfragezuwachs Einstellungen dann erfolgen, wenn der Wert des Grenzprodukts (bzw. das Grenzerlösprodukt) den Lohnsatz übersteigt, und dass Entlassungen dann erfolgen, wenn der Wert des Grenzprodukts unter den Lohnsatz sinkt, scheint den Erfahrungen zu widersprechen. Gewöhnlich werden institutionelle Hemmnisse, wie z. B. Kündigungsschutz fiir Arbeitneh­ mer, dafUr verantwortlich gemacht, ohne dass freilich ein solcher Zusammenhang konsistent in die Theorie eingebaut wird. Die vorliegende Arbeit leistet nun einen interessanten Beitrag zu Lösung dieses Problems. Die grundlegende, in der jüngeren Literatur entwickelte Idee besteht darin, die Einstellung eines Arbeitnehmers als Investition zu interpretieren, die mit fixen und versunkenen Kosten verbunden ist. Damit sich eine Einstellung rechnet, muss deshalb der Wert des Grenzproduk­ tes der Arbeit mindestens so hoch sein wie der Lohnsatz zuzüglich anteiliger Fixkosten. Zu diesen Fixkosten zählen dabei nicht nur Einarbeitungskosten sondern auch erwartete fixe Ausstellungskosten, wie z. B. eine Abfindung bei Kündigung durch den Arbeitgeber. Aus die­ ser Überlegung folgt, dass Ausstellungsentscheidungen den gleichen Regeln folgen wie die Stillegung einer betrieblichen Anlage, die erst dann vorgenommen wird, wenn der Preis des produzierten Gutes nicht mehr die variablen Durchschnittskosten deckt.

The measure stems from electrification's capability, reducing carbon dioxide emissions into the environment, thus sustaining the ecosystem. The electrification of the automotive sector has been among countries' goals to counter the effects of climate change. This research delves into the impact of the COVID 19 pandemic on the automotive sector's electrification and its constant goal to ensure the achievement of climate goals. It further seeks to compare the level the electrification had reached before and after the pandemic. This research will undertake several methodological steps in attaining the objectives of the study. These will include surveys, inferential, statistical, and descriptive analysis. The findings will help us determine whether the COVID 19 has affected the automotive sector, its electrification process, and the impact in achieving climatic goals.
