This book examines how Europe and the European Union are debated, politicised, and contested in a group of key (future) actors of European integration.Based on detailed focus group discussions with students in EU studies and the social sciences in six EU countries, the book presents the core results of the theoretical, conceptual, and empirical work of the Jean Monnet Networks "Debating Europe" (www.debating-europe.de) that set out to study the gap between the EU and its citizens. The following chapters first theorise and conceptualise the gap, to then present the core empirical findings from the collective research. These findings show that students’ views on democracy in the EU are similar across the countries. Quite unexpectedly, students express strong claims to the EU, lining out a “Normative Power Europe 2.0” that is a global actor, defends democracy, and fights climate change. The EU is associated with values such as equality, freedom, and the rule of law. In particular, non-EU citizens see the EU as an ideal. Students make out several gaps: between citizens and EU institutions, among different member states, and among citizens. It is the first book to theorise and conceptualise ‘politicisation’ across the epistemic communities of different subdisciplines, bringing together the different strands in the debate: (international) political theory, political sociology, comparative politics, EU studies, legal theory and international relations. This provides a comprehensive discussion of different concepts of politicisation, their ontological and theoretical backgrounds, and their analytical value, including speech-act, practice- and actor-oriented approaches. It takes stock of the fact that the Russian Attack on Ukraine and the ensuing War not only affects the Global Order, but also has challenged a number of established narratives and convictions for the European Union and its member states. The EU now needs to position itself in the changing world order. Concretely it needs to deal with a number of membership applications, internal and external challenges to liberal democracy, and the development of its strategic autonomy in a number of decisive policy fields. The book convenes experienced scholars, with chapters covering the following themes and fields: Theories, approaches and concepts in EU studies and IR; the EU and the changing European and Global Order; the War and defence of liberal democracy; Membership Politics; Energy Policy.

Lokales Regieren verändert sich – und dabei haben Politikinnovationen eine zentrale Rolle. Die vorliegende Studie thematisiert zunächst die Theorieentwicklung um diese Veränderungen, sowie die Herausforderungen im Bereich der lokalen Beschäftigungs- und Sozialpolitik, an denen Politikinnovationen ansetzen müssen. Dann werden die Ergebnisse der Untersuchung eines lokalen EU-Modellprojekts vorgestellt, das mit einem Multi-Methodendesign evaluiert wurde. Das „Interkulturelle Zentrum JobKomm“ stellte in mehrfacher Hinsicht eine Politikinnovation im lokalen Regieren dar: Es hatte zum Ziel, mit innovativen Vorgehensweisen Beschäftigung und Qualifizierung sozialraumbezogen zu fördern und dabei zusätzlich zwei Querschnittsziele zu erreichen, Gender Mainstreaming und Antidiskriminierung. Die Studie enthält umfangreiche empirische Ergebnisse zum Projektverlauf und zur Zielerreichung. Darüber hinaus werden Theorie, Methodik und Kriterienentwicklung der wissenschaftlichen Evaluation detailliert dargestellt und eine Reihe von Politikempfehlungen für zentrale Bereiche lokalen Regierens in der Sozialpolitik gegeben.
