In The Resilience of the Old Regime, David Art reevaluates the so-called first wave of democratization in Western Europe through the lens of authoritarian resilience. He argues that non-democrats succeeded to a very large degree in managing, diverting, disrupting, and repressing democratic movements until the end of the First World War. This was true both in states political scientists have long considered either full democracies or democratic vanguards (such as the UK and Sweden), as well as in others (such as Germany and Italy) that appeared to be democratizing. He challenges both the Whiggish view that democracy in the West moved progressively forward, and the influential theory that threats of revolution explain democratization. Drawing on extensive historical sources and data, Art recasts European political development from 1832-1919 as a period in which competitive oligarchies and competitive authoritarian regimes predominated.

This book argues that Germans and Austrians have dealt with the Nazi past very differently and these differences have had important consequences for political culture and partisan politics in the two countries. Drawing on different literatures in political science, Art builds a framework for understanding how public deliberation transforms the political environment in which it occurs. The book analyzes how public debates about the 'lessons of history' created a culture of contrition in Germany that prevented a resurgent far right from consolidating itself in German politics after unification. By contrast, public debates in Austria nourished a culture of victimization that provided a hospitable environment for the rise of right-wing populism. The argument is supported by evidence from nearly two hundred semi-structured interviews and an analysis of the German and Austrian print media over a twenty-year period.

Challenging existing structural and institutional accounts, this book analyzes the dynamics of party building and explores the attitudes, skills and experiences of radical right activists in eleven different countries. Based on extensive field research and an original data set of radical right candidates for office, David Art links the quality of radical right activists to broader patterns of success and failure. He demonstrates how a combination of historical legacies and incentive structures produced activists who helped party building in some cases and doomed it in others. In an age of rising electoral volatility and the fading of traditional political cleavages, Inside the Radical Right makes a strong case for the importance of party leaders and activists as masters of their own fate.
