This edited volume provides a timely analysis of the European Union’s ‘privileged’ partnerships with neighbouring countries, identifying key points of comparison. It analyses which policy areas are covered and why, the reasons why a specific institutional arrangement has been chosen, the major advantages and shortcomings for both sides and how effectively the privileged partnerships have worked in practice. This book explores the dynamics behind Romania’s relationship with the European Union from the collapse of the Ceaucescu regime in 1989, to its recent accession to the EU in 2007. As a completely up-to-date and detailed study, it identifies key developments in EU-Romania relations, as well as the challenges Romania faced in its efforts move from the margins of the European integration to EU membership. In so doing, the analysis contributes to wider debates about the dynamics underpinning EU enlargement. This book fills a significant gap in recent literature on European Union politics by examining the EU’s ‘other’ eastern enlargement, completed in 2007 with the accession of Bulgaria and Romania. It focuses on both the process and the effects of the 2007 enlargement within the wider context of the post-communist countries’ accession to the EU, and, more broadly, within the context of the history of EU enlargement. The book brings together in-depth analyses of a wide range of issues, both from a comparative perspective and through single case studies. Individual contributions shed new light onto EU enlargement through a theoretical re-evaluation of the ‘strategic action’ paradigm, as well as through historical analyses of the 2007 enlargement and of its implications for future EU enlargements. Further insight into the process of EU enlargement is gained through systematic exploration of the impact of accession on policy-making and institutional structures in Bulgaria and Romania. Altogether, the contributions exemplify the multi-faceted nature of EU enlargement and accession, as well as the extent to which the process of acceding to the EU is not completed with membership, either for the EU or for the candidate countries.This book was published as a special issue of Perspectives on European Politics and Society.

Association provides the main basis for relations between the EU and those states currently seeking membership. This book explores the potential scope and purpose of association and assesses the role it plays in promoting integration with and accession to the EU. Association is presented as a flexible form of relationship which can result in a highly developed alternative to membership. Yet, although association may be flexible, an examination of both the various associations created and the experiences of the associates shows that it involves associates becoming de facto satellites of the EU. Questions are also raised concerning the value of association as a stepping-stone to membership. Associations may be perceived as such, but rarely do they fulfil such a function.
