There have been few studies of the Law Lords, and no study of them by a political scientist for more than ten years. This book concentrates on the arguments the Law Lords use in justifying their decisions, and is concerned as much with the legal methodology as with the substance of their decisions. Very close attention is paid to the different approaches and styles of judicial argument, but the book is not restricted to this traditional analytic approach. One chapter applies the statistical techniques Americans call 'jurimetrics' and have successfully used on the US Supreme Court. The main theme is that the Law Lords enjoy and fully utilise far more discretion in their judgements than is normally admitted, and that much depends on exactly which judges happen to hear a case. the second part of the book shows the impact this extreme discretion has had in shaping both public law and areas of civil law.

What were the Founding Fathers really thinking when they gathered in the Pennsylvania State House to draft the United States Constitution? When answering this question, most have relied on The Federalist Papers, which was first published in book form after the close of the Convention, in 1788. To this day, the book's status is sacrosanct for most Americans. Yet as David Brian Robertson shows, the Papers represented one side of the debate and does not fully capture the political sensibilities that produced the U.S. Constitution. Although the authors believe that the level of both conventional and nuclear forces in Europe should and will be reduced, they do not consider that the military instrument will have lost all of its value in European political affairs. They still see a need to be prepared for tension and conflict between the two alliances in Europe, and between the United States and the Soviet Union. They make specific, selective recommendations for targets of force reductions, with particular emphasis on the support systems necessary for sustained occupation of seized territory. They also stress the need for asymmetrical reductions, in the sense that the two superpowers should withdraw and demobilize more forces than their European allies to ensure that the reductions will be irreversible.

The rapid development of these countries owes much to the strong export performance and unilateral deregulation of their economies in recent years. Their major stake in maintaining the integrity of the global trading system was demonstrated by their active participation in the negotiations. The impact of the Uruguay Round liberalisation on East Asian economic development and policies is evaluated using sophisticated CGE models to estimate the effects on trade and income. The strengthening of trade rules and dispute settlement procedures are examined by a group of world trade experts. They establish that some gaps in the system remain to be tackled (anti-dumping, regional discrimination) and that some new problems are pending (competition policy, investment).

The Judge as Political Theorist examines opinions by constitutional courts in liberal democracies to better understand the logic and nature of constitutional review. David Robertson argues that the constitutional judge's role is nothing like that of the legislator or chief executive, or even the ordinary judge. Rather, constitutional judges spell out to society the implications--on the ground--of the moral and practical commitments embodied in the nation's constitution. Constitutional review, in other words, is a form of applied political theory. Robertson takes an in-depth look at constitutional decision making in Germany, France, the Czech Republic, Poland, Hungary, Canada, and South Africa, with comparisons throughout to the United States, where constitutional review originated. He also tackles perhaps the most vexing problem in constitutional law today--how and when to limit the rights of citizens in order to govern. As traditional institutions of moral authority have lost power, constitutional judges have stepped into the breach, radically altering traditional understandings of what courts can and should do.Robertson demonstrates how constitutions are more than mere founding documents laying down the law of the land, but increasingly have become statements of the values and principles a society seeks to embody. During the late Hellenistic and early Imperial periods (B.C. 50 - A.D. 300), important developments may be traced in the philosophy of language and its relationship to mind. This book examines theories of language in the work of theologians and philosophers linked to Ancient Alexandria. The growth of Judaism and Christianity in cultural centers of the Roman Empire, above all Alexandria, provides valuable testimony to the philosophical vitality of this period. The study of Later Greek philosophy should be more closely integrated with the Church Fathers, particularly in the theologically sensitive issue of the nature of language. Robertson traces some related attempts to reconcile immaterial, intelligible reality and the intelligibility of language, explain the structure of language, and clarify the nature of meaning. These shared problems are handled with greater philosophical sophistication by Plotinus, although the comparison with Philo, Clement, and Origen illustrates significant similarities as well as differences between Neoplatonism and early Jewish and Christian philosophy.

However, the enthusiasm workers felt during the orientation and early phases of production steadily declined, as did their involvement in participatory activities. Workers came to describe CAMI as "just another car factory." Union challenges and shopfloor resistance to key elements of the lean system grew, capped by a five-week strike in 1992. The authors attribute workers' disillusionment to lean production itself rather than to North American managers' inadequate implementation.

David Robertson charts W. C. Handy's rise from a rural-Alabama childhood in the last decades of the nineteenth century to his emergence as one of the most celebrated songwriters of the twentieth century. The child of former slaves, Handy was first inspired by spirituals and folk songs, and his passion for music pushed him to leave home as a teenager, despite opposition from his preacher father. Handy soon found his way to St. Louis, where he spent a winter sleeping on cobblestone docks before lucking into a job with an Indiana brass band. It was in a minstrel show, playing to racially mixed audiences across the country, that he got his first real exposure as a professional musician, but it was in Memphis, where he settled in 1905, that he hit his full stride as a composer. At once a testament to the power of song and a chronicle of race and black music in America, W. C. Handy's life story is in many ways the story of the birth of our country's indigenous culture - and a riveting must read for anyone interested in the history of American music.
