Detlef Liebs untersucht, warum die Christen lange unter Roms Strafjustiz zu leiden hatten; aber auch, wie sie die Möglichkeiten des römischen Strafprozesses nutzten, um für ihren Glauben zu werben. Zudem zeigt er, wie ihr Missionieren schließlich erfolgreich war und Konstantins Wende zum Christengott ihm half, seine Macht zu legitimieren und zum Absolutismus auszubauen. Der Autor überprüft die Rückwirkungen dieses Umbruchs auf Rechtsordnung und gesellschaftliches Leben sowie die Verwicklung der Herrscher in heikle Glaubensfragen; neuartige Unruhen unter den Christen und zwischen Christen und Altgläubigen forderten die Ordnungsmacht heraus. Am Ende wird deutlich, wie sich die Führer der Christen als Sachwalter und Organe der staatlichen Ordnung einbinden ließen und das Christentum dem Zusammenleben auch unter den Germanenkönigen Halt gab.
