In 1987, Duluth, Minnesota, in the Midwestern United States, and Petrozavodsk, in what is now Russia, officially joined hands as sister cities. Douglas C. Nord tells the stories of their collaboration in the context of the late Cold War. He covers in ethnographic detail the lived experiences of city officials, community leaders, academics, and average citizens who worked to bridge the divide between the United States and the Soviet Union. What circumstances supported or undermined efforts to conduct people-to-people diplomacy? What internal difficulties emerged, and how were they overcome? And what were the short-term effects and long-term consequences of the relationships forged in these postindustrial cities, across the East–West divide?Sister City Diplomacy offers an historical account of citizen diplomacy set in a unique political and social environment. But in its theoretical grounding and informed arguments, this study speaks to much broader and contemporary concerns, both in terms of United States–Russian relations today and with regard to the challenges and opportunities of community-based diplomacy in general. Lessons learned along the shores of lakes Superior and Onega in the last days of the Cold War hold great value given the heightened tensions of current geopolitics.

This book investigates multidimensional change in the Arctic and policy response to it. It focuses its attention on the need for effective leadership within the region. In so doing it considers the contribution made by the main international organization of the region, the Arctic Council. In particular, it examines the various leadership functions undertaken by the Chair of that body including that of convener, manager, promoter, representative and resolver of differences. It is argued that in performing these multiple roles the Chair is contributing to the necessary leadership required to address pressing Arctic concerns. The book highlights the activities of the four most recent Arctic Council Chairs, Sweden, Canada, the United States and Finland. It considers the programs for action that each of these countries promoted during their terms at the helm of this major circumpolar organization. It examines the particular approaches, methods and strategies that eachused to advance its agenda and the consequences of such efforts. It focuses attention on the need for building consensus among a diverse membership including Arctic states, organizations representing northern indigenous peoples, non-Arctic countries and non-governmental bodies. Drawing upon the insights of scholars from several disciplines from across the circumpolar community, the collected essays in this volume seek to paint a picture of the real challenges and opportunities for international diplomacy in the contemporary North. It suggests that there are true “lessons to be learned” in advancing leadership within the region. The book provides a means for considering these and the most effective means of response.

This book investigates the multifaceted nature of change in today’s Nordic Arctic and the necessary research and policy development required to address the challenges and opportunities currently faced by this region. It focuses its attention on the recent efforts of the Nordic community to create specialized Centers of Excellence in Arctic Research in order to facilitate this process of scientific inquiry and policy articulation. The volume seeks to describe both the steps that lead to this decision and the manner in which this undertaking as evolved. The work highlights the research efforts of the four Centers and their investigations of a variety of issues including those related to ecosystem and wildlife management, the revitalization resource dependent communities, the emergence of new climate-born diseases and the development of adequate modeling techniques to assist northern communities in their efforts at adaptation and resilience building. Major discoveries and insights arising from these and other efforts are detailed and possible policy implications considered.The book also focuses attention on the challenges of creating and supporting multidisciplinary teams of researchers to investigate such concerns and the methods and means for facilitating their collaboration and the integration of their findings to form new and useful perspectives on the nature of change in the contemporary Arctic. It also provides helpful consideration and examples of how local and indigenous communities can be engaged in the co-production of knowledge regarding the region.The volume discusses how such research findings can be best communicated and shared between scientists, policymakers and northern residents. It considers the challenges of building common concern not just among different research disciplines but also between bureaucracies and the public. Only when this bridge-building effort is undertaken can true pathways to action be established.
