Gemeinsame, aus mitgliedstaatlichen und unionalen Kräften zusammengesetzte Teams mit operativen Befugnissen kommen in unterschiedlichen Bereichen des Unionsrechts zum Einsatz. Sie stellen eine vergleichsweise junge Handlungsform im Europäischen Verwaltungsverbund dar. Ins Bewusstsein der öffentlichen Wahrnehmung gerückt sind sie etwa durch Ermittlungserfolge von mitgliedstaatlichen Behörden, Eurojust und Europol im Zusammenhang mit EncroChat. Auch in der Berichterstattung über mögliche Menschenrechtsverletzungen bei Einsätzen im Mittelmeer unter Beteiligung der Grenzschutzagentur Frontex werden sie sichtbar. Felix Krämer untersucht ihre konkrete praktische und rechtsstaatliche Relevanz sowie ihre generelle Bedeutung als Figur der operativen Verwaltungskooperation an der Schnittstelle von unionaler und mitgliedstaatlicher Kompetenz. Systematisch setzt er sich dazu mit den primär- und sekundärrechtlichen Voraussetzungen und Grenzen ihres Einsatzes auseinander.

Making van Gogh focuses on the œuvre of Vincent van Gogh in the context of its reception. The publication examines the particular role which German gallerists, collectors, critics and museums played in the story of his success.
