In the early 1990s, the Western Balkans were the scene of prolonged and bloody inter-ethnic wars. Numerous issues remain unresolved; Bosnia is a dysfunctional state; Kosovo a disputed territory; Macedonia a fragile republic, however, it is hard now to imagine the renewal of inter-state armed conflict.

Investigating the causes and mechanisms driving peaceful transformation in the Balkans, this book examines developments in the region and contributes to discussions on security community building. Focusing on how different professional communities work together in the creation of regional peace and security, it sheds new light on how diplomats, policemen, soldiers and others brought about the transformation from conflict to peace through their everyday practices.

Conducted collaboratively by a research community based within the region, this volume will be highly relevant to scholars and researchers studying the Balkans, regional security, security communities and policymakers.

What is the role of memories for the expansion of international society? By drawing on the English School approach to International Relations this edited volume argues that the memories of empire and suzerainty are key to understanding sociological aspects of the expansion of anarchical society. The expert contributors adopt a socio-historic conceptualization of entry into international society, aiming to move beyond the legalist analysis, and also explore the impact of identity-constructions and collective memories on the expansion of international society.

Empirically, the volume investigates the entry into international society of Belarus, Bulgaria, Greece, Poland, Serbia, Slovakia and Romania and studies memories that they activated along the way. While these memoires of bygone polities were used by state builders to make sense of international society and legitimise claims of the new entrants, they inadvertently also generated tensions and anxieties, which in many ways persist until this day. Both the theoretical angle and the empirical material presented in this volume are novel additions to the growing body of knowledge in historical International Relations.

This book develops a novel way of thinking about crises in world politics. By building on ontological security theory, this work conceptualises critical situations as radical disjunctions that challenge the ability of collective agents to ‘go on’. These ontological crises bring into the realm of discursive consciousness four fundamental questions related to existence, finitude, relations and autobiography. In times of crisis, collective agents such as states are particularly attached to their ontic spaces, or spatial extensions of the self that cause collective identities to appear more firm and continuous. These theoretical arguments are illustrated in a case study looking at Serbia’s anxiety over the secession of Kosovo. The author argues that Serbia’s seemingly irrational and self-harming policy vis-à-vis Kosovo can be understood as a form of ontological self-help. It is a rational pursuit of biographical continuity and a healthy sense of self in the face of an ontological crisis triggered by the secession of a province that has been constructed as the ontic space of the Serbian nation since the late 19th century.
