The command-and-control approach has achieved only limited success in controlling diffuse pollution from agriculture. New governance approaches are emerging, which involve voluntary co-operation between the main actors, water suppliers, farmers and public authorities, responsible for the sustainable management of drinking water supplies. This text contributes to a better understanding of the role such co-operation can play in complying cost-effectively with European environmental legislation, in particularly the EU Nitrates and Water Framework Directives, and in achieving a sustainable agriculture. The feasibility of meeting environmental standards by the application of voluntary agreements between farmers and water suppliers is analysed as a more economically efficient and environmentally effective means compared to applying alternative instruments like command-and-control and taxes. In addition, the potential of voluntary co-operative agreements for achieving a more flexible European Union water policy as well as for reforming the Common Agricultural Policy is assessed.The book should be of interest to those researching and working in achieving a more sustainable water management and agricultural practices.

The patterns of land use that have evolved in Europe reflect the boundaries set by the natural environment and socio-economic responses to the needs of the population. Over the centuries man has been able to overcome increasingly the constraints placed on land use by the natural environment through the development of new technologies and innovations, driven by an increasing population and rising material expectations. However, activities are still ultimately constrained by natural limitations such as climatic characteristics and associated edaphic and vegetational features. A major problem for land management, in its broadest sense, can be a reluctance to foresee the consequent ecological changes. This means that mitigating strategies will not be implemented in time to prevent environmental degradation and social hardship, although in many parts of Europe, over some centuries, demands have been met in a sustainable way, by sound, prudent and temperate expectations that have dictated management regimes. The management of land in Europe has always been a complex challenge: land is the primary, though finite resource. DeciSions regarding the use of land and manipulation of ecosystem dynamics today may affect the long-term primary productivity of the resource. Decisions to change land use may be virtually irreversible; urbanization is an illustration of the influence of population density on the land resource.

In the mid 1980's - while a student at the department of econometrics at the Free University - I became an assistant at the Institute for Environmental Studies (IvM) of this university. My main task was assisting with the com- putational aspects of the project 'an integrated environmental model: a case study in the Markiezaat area'. A number of methodological problems were for- mulated during the operationalization phase of that project, such as the need to develop systematically an integrated model design and to look for means of handling different sources of information. Prof. Dr. P. Nijkamp of the Department of Regional Economics and Drs. L. Hordijk - at that time leader of the economic-technological research group at the IvM - therefore initiated a project proposal to be supported by the Netherlands Organisation for the Advancement of Pure Research (ZWO). Meanwhile I became an assistant to Prof. Dr. P. Nijkamp, surveying qualita- ti ve statistical developments in the field of regional inequa li ty analysis. This inventory has been shown to be a relevant basis for the preparation of this book.In spring 1982 I began working at IvM on the above project on integrated environmental modelling.
