Much has been written on Education Acts, yet we have abused and neglected them. The history of educational legislation has been written off as ‘Acts and facts’, and the conventional approach to writing about them has been concerned with politics, and especially with the men responsible for them.On the centenary of the 1918 Education Act and Education (Scotland) Act, and the thirtieth anniversary of the 1988 Education Reform Act, we can rightly compare them alongside the other two agenda-setting master-Acts of the 20th century, those of 1902 and 1944. These latter Acts, themselves landmarks of legislation, have each attracted several significant articles that have been published in the British Journal of Educational Studies. Between them, these provide a detailed commentary on the key legislation that has framed the development of UK education that is also open to critique and challenge.The anniversaries of these key Education Acts are also starting points for broader discussion of continuities, changes and contestation in legislation involving the regime of power, control and regulation of education. This can also include consideration of the international context and the relationship between educational and other social legislation and reform.

Philosophers and Kings examines how the theme of 'education for leadership' has developed, changed and declined in English secondary education during the twentieth century. Once celebrated as an authentic and distinctive English tradition, education for leadership has fallen into decline and disrepute, usurped by the ideals of equality and competitive individualism and discredited by its own inherent limitations and implications. There have, however, been important attempts during the present century to revive and reassert education for leadership by adapting it to a rapidly changing social and political context. These efforts at rehabilitation originally centred on the elite public schools, but increasingly involved state secondary schools that catered for larger groups of the population: the classic tradition began to mutate in directions that allowed it to support the claims of industry and science. Indeed, education for leadership could prove attractive to radical and even socialist educational initiatives, but the perceived failure of the latter, and the deepening of other forms of educational and social inequality, rendered the concept increasingly suspect in the changing educational and political climate of the 1980s.

Originally published in 1989, Gary McCulloch’s work provided an elegant and pointed answer to the plea for more historical study in the curriculum domain. He focuses on a fascinating episode in the long history of vocationalism in Britain – the Secondary Technical School. In undertaking this historical scholarship, he has avowedly and specifically related this study to new developments in Thatcher’s Britain – notably the Technical and Vocational Education Initiative and the city technical colleges. He poses an important question: does earlier experiment of the Secondary Technical School provide us with a ‘usable past’ as we define policy in the present?The book’s purpose was two-fold. First, it offers a full-length history of the technical schools in their own time and context. Second, it illuminates recent contemporary policy initiatives. The latter aim operates at the cutting edge of political hopefulness. Much of the policy formulation during the Thatcher period had shown a deliberate, almost wilful, ignorance of the history. Hence, in saying of the book, ‘the history … will have explanatory leverage on policy as developed over the past decade’, McCulloch strikes the most optimistic stance possible in the circumstances. But as in so many areas of cultural policy, we should not fall victim to top-down philistinism, or to fatalism. It is to McCulloch’s credit that his approach and his scholarship lead us firmly in the direction of policies based on historical understanding, not contemporary ignorance. Today it can be read in its historical context.
