This book examines the role of external powers in Latin America in the 21st century. Non-traditional partners have significantly increased their political and economic engagement with the continent. Five key questions arise: why has this surge taken place; when has it happened; in which regions and sectors is it mostly felt; what is the Latin American perspective; and what are the actual results? The book analyses 16 case studies: the United States, the European Union, China, Russia, Japan, Canada, India, Turkey, Iran, Israel, South Korea, Taiwan, Indonesia, the ASEAN countries, South Africa and Australia. The spectrum of existing explanations in the literature spans from neo-extractivism to South-South cooperation. This volume places them in context and proposes a more multifaceted approach, stressing a combination of systemic factors and internal dynamics both in Latin America and in the external partner countries. Geopolitics still matters and so do nation states, their interests and leaders. Ultimately, this surge in engagement has largely reproduced past patterns. Are new partners that different from the old ones?

This book addresses the question of how the American continent engages with various forms of interregionalism, including how different regions within the Americas deal with other regions of the world as well as how they relate among themselves. The presence of different political, economic, and cultural sub-regions within the Americas makes the continent a perfect setting to explore differences and commonalities in the western hemisphere’s relationship with other regions across the globe. Interregionalism and the Americas tackles three unifying questions. First, what type and understanding of interregionalism characterize the Americas’ way to interregionalism, if any? Second, is summitry ultimately the major visible feature of interregionalism in the Americas and beyond? Third, is there anything typical or characteristic in the way in which the Americas engage with interregionalism? This book contributes both to the theoretical debates about interergionalism and to the empirical understanding of the phenomenon and makes a compelling case to strengthen the inter-American system and to advance a “trilateral interregionalism” mechanism between North America, Latin America, and Europe to stand up for their common values, norms, and preferred international order.

This book explores three key issues to understand the redefinition of relations between the European Union (EU) and Latin America and the Caribbean (LAC): the international context, foreign policies of EU member states towards Latin America, and crucial topics on the EU-LAC agenda. At the theoretical level, the book aims to rebalance two debates on EU-LAC relations. First, in the debate between agency and structure, the book stresses that context is a limiting factor of the agent’s preferences and actions. Second, in the debate between values and interests, it finds that interests should not be made invariably dependent on values.At the empirical level, two aspects stand out.
