The field of policy studies has always been interested in analyzing and improving the sets of policy tools adopted by governments to correct policy problems, and better understanding and improving processes of policy analysis and policy formulation in order to do so. Past studies have helped clarify the role of historical processes, policy capacities and design intentions in affecting policy formulation processes, and more recently in understanding how the bundling of multiple policy elements together to meet policy goals can be better understood and done. While this work has progressed, however, the discussion of what goals policy designs should serve remains disjointed. Here it is argued that a central goal, in fact, 'the' central goal, of policy design is effectiveness. Effectiveness serves as the basic goal of any design, upon which is built other goals such as efficiency or equity.

The issue of policy dynamics is a key one in policy studies and one which is particularly amenable to comparative policy research. This edited volume brings together some of the leading scholars in the field to examine the definition, conceptualization and operationalization of policy change. Drawing on empirical materials from a variety of longitudinal studies of Europe and North American policy development, this book assesses some of the major existing and unresolved issues currently challenging the discipline. It assesses existing approaches to understanding the multiplicity of drivers of policy change and provides a general map of the composite, multidimensional world of policies in action. The book features case studies on welfare reform, education reform, the World Bank, tobacco control policy, energy policy, agricultural policy, pension reform and the impact of public opinion. Features of the volume include: A focus on both the domestic and international drivers of policy change Contributions from internationally-renowned political scientists and policy experts Extensive qualitative data on policy change covering a range of different topics and countries This book will be of interest to students and scholars of public policy, public administration and public management, and political science programmes worldwide.

For several decades, higher education systems have undergone continuous waves of reform, driven by a combination of concerns about the changing labour needs of the economy, competition within the global-knowledge economy, and nationally competitive positioning strategies to enhance the performance of higher education systems. Yet, despite far-ranging international pressures, including the emergence of an international higher education market, enormous growth in cross-border student mobility, and pressures to achieve universities of world class standing, boost research productivity and impact, and compete in global league tables, the suites of policy, policy designs and sector outcomes continue to be marked as much by hybridity as they are of similarity or convergence. This volume explores these complex governance outcomes from a theoretical and empirical comparative perspective, addressing those vectors precipitating change in the modalities and instruments of governance, and how they interface at the systemic and institutional levels, and across geographic regions.

This handbook comprehensively reflects, presents and summarises both first and second wave scholarship into policy advisory systems (PAS). Bringing together leading scholars to engage persistent as well as emergent themes, the handbook provides a single volume highlighting both classic and new directions for PAS research, summarising both existing knowledge and outlining possible future findings.Covering the activities of a range of advisory system members from think tanks to public services, this handbook examines a broad set of administrative traditions and institutions affecting such systems in democratic, developing, authoritarian political regimes, and in supranational and transnational governance arrangements. It focusses on the systematic interactions of the supply, demand and brokerage of policy advice in different jurisdictions, and shows how these systems operate and evolve. The Routledge Handbook of Policy Advisory Systems is essential reading and an authoritative reference for scholars, students, researchers and practitioners of public policy, public administration, and public management. Those interested in comparative politics and government, international and public organisations and the use, influence and impact of policy advisory systems in a range of policy domains will find its comprehensive scope and coverage of great benefit.

This book critically examines the ramifications of reforms to higher education institutions. All of the higher education system reforms implemented in western countries over the last three decades have had one fundamentally important aim: namely, that of changing the existing institutional and system governance arrangements. This book argues that within this general framework, Italy is a relative latecomer to a scenario where attempts at university reform have been characterized by considerable difficulties, and have been blighted by the arguably poor quality of policy design. By focusing on the Italian reform trajectory as an emblematic case, and providing a comprehensive of the historical evolution of higher education in Italy and further afield, this book adopts a comparative perspective to show how reforms of governance in higher education may achieve different degrees of success depending on the characteristics of their policy design, and why these reforms inevitably lead to a series of unintended consequences. It will be vital reading for those interested in education policy and the history of education.

Policy design efforts are often hampered by an inadequate understanding of how policy tools and actions promote effective policies. This book addresses this gap by proposing a causal theory of the linkages between policy actions and policy effects. Adopting a mechanistic perspective, it identifies the causal processes that activate policy effects and help achieve policy goals. Bringing together established and emerging scholars in the field, Making Policies Work introduces new concepts of first- and second- order policy mechanisms developed from epistemological and theoretical perspectives, and considers how they can be activated through design. Theoretical concepts are explored through empirical cases from different policy arenas and contemporary policy issues such as partnerships in healthcare, food waste prevention, retirement savings, EU regulations and public sector reform.Graduate students in public policy, public administration and political science will find the powerful analytical tools offered in this book useful in exploring the theoretical elements of effective policy design. Policymakers and practitioners in governmental and non-governmental organisations interested in the practical applications will also benefit from reading this timely book. Contributors include: S. This book assesses how governance has evolved in six nations – England, Australia, Canada, Germany, Italy, and the Netherlands – between 1970 and 2018. More specifically, it examines how the governance approaches and the sets of policy tools used to govern have altered with respect to four public policy sectors that represent core responsibilities of the modern OECD state: education, energy, environment and health. To structure this analytical approach, the book harnesses sociological institutionalism in the area of ‘policy sequencing’ to trace both the motivations and the consequences of policy-makers’ altering governance approaches and the resulting policy tools. Combining a comparative and international focus, this book will appeal to scholars and students of public policy and governance.

This open access book offers a systematic survey of the attitudes and values of European political scientists. It builds a structural interpretation based on empirical data, as well as offering reflections on the future structure of the discipline. In the middle of a delicate phase of changes marked by the effects of pandemic and the war in Ukraine, we need to pay attention to the factors that are affecting not only the ‘objects’ of Political Science as a discipline but also its interactions with the world around it. First, this book asks to what extent the work of European political scientists is impacted by the current change. Second, their attitudes and predisposition about the future goals of the discipline are analysed. In the final chapter, the authors seek to understand to what extent a diffuse but still not completely institutionalized academic discipline will be able to produce a comprehensive impact around the European society, in order to be more visible and effective in policy making and policy processes.
