Since the suicide terrorist attacks of September Eleven, security issues have become more prominent again. There is also an increased interest in the military, since the military was and still is seen as a major instrument in the so-called, 'war on terror'. The anthology focuses on the most recent developments in the military sphere and tries to assess the impact of September Eleven and the 'new military missions' on the armed forces in terms of, inter alia, conflict management capabilities, social and psychological developments inside military units, recruitment and civil-military relations of the armed forces in the wake of September 11th. The contributions to this anthology represent the most important and pertinent papers presented at an international meeting organized by the RC 01: Armed Forces & Conflict Resolution within the International Sociological Association (ISA) which took place in Ankara, Turkey, in July 2004.They focus on the most recent developments in the military sphere and try to assess the impact of September Eleven and the 'new military missions' on the armed forces in terms of, inter alia, conflict management capabilities, social and psychological developments inside military units, recruitment and civil-military relations. The book is composed by seven chapters. First comes a chapter devoted to conflict resolution. The second chapter deals with the international military activities and their impact on and consequences inside the military institution. The third chapter is devoted to presenting the first results of an empirical, cross-national research project on the divide between the armed forces and their parent societies and on the cultural dimensions of this gap. Families and women in war and in armed forces are the subject of the following chapter. The representation of the interest of military personnel on the agenda is dealt with in the fifth chapter.Several national case studies constitute the contents of the sixth chapter which is particularly focusing on third world countries. The last chapter entails papers which deal with Turkey and its armed forces in various ways. This series publishes both theoretical and empirical papers on conflict and peace related to economic, social and political development, primarily of the developing countries. The role of uneven distribution of resources, inequity in income distribution, social and political discrimination, poverty, and arms spending on conflict within and between countries is covered. The focus is on conflict and its management and possible resolution.

This book is a report of cross-national research on the civil-military cultural differences in democratic societies, particularly centred on the attitudes of national elites, here considered as being mainly composed of professionals. The research studies the question: What are the differences between the values, opinions and attitudes of military officers and those of professionals belonging to other categories? What is the effect of these differences on society in each country, and on the national security sector? What are the current trends of this gap? Researchers investigated a sample of cadets at military academies and their generational peers at civilian universities (future elites). An expert survey was also employed to sample present elites, both civilian and military.The report is divided into three parts: the first describes the methodological aspect of the research; the second part, taking a comparative international approach, analyses the results of the research with respect to the main survey themes; the third part continues the volume by examining specific national themes in the context of the results of the cross-national comparison developed in the preceding part. In a final chapter, the data of the expert survey has been compared with the data that emerged from the survey of future elites, to glean elements for a general summary and evaluation on the cultural gap. This is the first cross-national research outside the U.S. on civil/ military cultural differences. It is a significant comparison of the attitudes of present and future elites on security matter. It provides a deep understanding of national specificities of the 13 participating countries on the military issues.

It is an honor for us to introduce this collection of essays, which is dedicated to an old friend and colleague who is no longer with us. It is an honor, but also a pleasure because we feel like continuing a dialogue with Jürgen; one that has never broken down over the years, revisiting and recalling the diff- ent places and occasions where we met, discussed, collaborated and had fun. We, that is, Giuseppe Caforio, Christopher Dandeker and Gerhard Kümmel who have been friends and/or colleagues of and research collaborators with Jürgen and who represent three prominent institutions and organizations with which Jürgen worked, felt that this book is something we owe to Jürgen and we are grateful that many people who at different times and at different places had contact with Jürgen and his work were willing to contribute a chapter to this anthology. Most of Jürgen’s studies, professional work and research activities took place at the Bundeswehr Institute of Social Sciences (SOWI). Jürgen, born in 1938, had joined the Bundeswehr in 1957 and had already worked at the SOWI’s predecessor institution, the Scientific Institute for Education in the Armed Forces from 1971 onwards after having finished his university? st- ies. Since this institute was renamed SOWI in 1974, Jürgen belonged to the first generation of researchers that worked at the SOWI.
