This edited volume provides a variety of insights into the context in which ocean and wetlands policy is placed at the sub-continental level. The governments of Mexico, Canada, and United States of America have recognized the importance of conserving, protecting, and enhancing the environment in their territories. As a result, they have developed an institutional structure aimed at furthering environmental cooperation. However, marine environment has played a secondary role, characterized by scientific cooperation that does not develop into regional policies. This project analyzes how ocean and wetlands preservation is omitted from the North American Agreement on Environmental Cooperation, meaning that collaborative efforts under-perform or remain largely sidelined from mainstream issues. As contributors come from a mix of the social and natural sciences (politics, international relations, law studies, sociology, oceanology, and oceanography), this book presents diverse viewpoints on how to address wetlands protection, deep ocean research collaboration, and the marine context of the Sustainable Development Goals.

La Agenda 2030 para el Desarrollo Sostenible, a diferencia de los Objetivos de Desarrollo del Milenio, cuenta con un enfoque transversal basado en los derechos humanos, tiene un alcance universal, y pretende no dejar a nadie atrás. Los diferentes grupos poblacionales que son objeto explícito de los Objetivos de Desarrollo Sostenible requieren el reconocimiento y goce pleno de sus derechos. Por tal motivo, el objetivo de esta obra es analizar la ejecución de diversos programas y políticas coadyuvantes a la Agenda 2030 desde la perspectiva de los derechos económicos, sociales, culturales y ambientales. Asimismo, analiza su interacción y aplicación en los espacios, actores y grupos involucrados en la agenda de desarrollo. La desigualdad socioeconómica en lo local, lo nacional y lo global, así como el logro de las metas definidas al interior de la Agenda 2030, tienen como reto hacer efectivos los derechos humanos universales, sin que ello quede como un efecto colateral. Es indudable que la pandemia por la que atraviesa la humanidad desde 2020 dificulta el cumplimiento de los ODS, además de vulnerar los derechos humanos, cuya promoción, garantía y seguimiento deberán prevalecer en futuras agendas de desarrollo.
