Viele Länder haben nationale Umweltstrategien oder Umweltpläne entwickelt. Solche Umweltpläne geben Ziele und Zeiten vor, halten jedoch die Wahl der Mittel offen. Im Rahmen der Studie wurde untersucht, nach welchem Verfahren fünf ausgewählte Länder (Niederlande, Vereinigtes Königreich, Österreich, Schweiz und Kanada) ihre Umweltpläne entwickelt haben, und wie man die Erstellung eines Umweltplanes für Deutschland realisieren könnte.

Seit Ende der 80er Jahre gehen Pionierländer des Umweltschutzes neue Wege. Hintergrund ist das Konzept der nachhaltigen Entwicklung, wie es die 1992 in Rio de Janeiro beschlossene Agenda 21 formuliert.
