Terveyden vaalimisesta on tullut erottamaton osa nykyihmisen elämäntapaa, ja viime vuosina hyvinvointivaltion puolustaminen on kiteytynyt terveydenhuollon kriisiin. Kansalaisuus ja kansanterveys valottaa nykytilanteen historiallista taustaa. Se käsittelee suomalaisen kansanterveyden ja julkisen terveydenhoidon historiaa aikana ennen nykyisen terveyspalvelujärjestelmän perustamista Suomeen. Teoksessa kysytään, millä tavoin terveyden vaaliminen ja sairauksien ehkäiseminen nousivat yhteiskunnallisiksi kysymyksiksi ja tulivat julkisen vallan toimenpiteiden kohteiksi 1800-luvun lopulta alkaen.
