This annual report prepared by The Board provides a comprehensive account of the global drug situation, analyses trends in drug abuse and drug trafficking and suggests necessary remedial action. Divided into four parts, it covers the following topics: drugs and corruption, functioning of the international drug control system, analysis of the world situation and finally, a set of recommendations to governments, the United Nations and other relevant international and regional organizations.

This report summarizes the actions taken by Governments and by the International Narcotics Control Board (INCB) on precursors to prevent chemical diversion and to implement the provisions of the United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances of 1988. The Report contains an account of the activities carried out during the reporting period; provides an overview of the major trends and developments in licit trade and trafficking in and illicit use of individual chemicals; contains a summary of seizures, cases of suspicious and stopped shipments, and diversions or attempted diversions; and details activities associated with illicit drug manufacture.

The Board prepares this report in accordance with the following provisions contained in article 12 of the United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances of 1988. The Board shall prepare an annual report on its work containing an analysis of the information at its disposal and, in appropriate cases, an account of the explanations, if any, given by or required of Parties, together with any observations and recommendations which the Board desires to make. The Board may make such additional reports as it considers necessary. The reports shall be submitted to the [Economic and Social] Council through the Commission which may make such comments as it sees fit. The reports of the Board shall be communicated to the Parties and subsequently published by the Secretary-General. The Parties shall permit their unrestricted distribution.

This publication contains information about the licit movement of the internationally controlled narcotic drugs included in the Schedules of the 1961 Single Convention on Narcotic Drugs. This includes information on cultivation of opiate raw materials, on extraction of alkaloids from opium, poppy straw and concentrate of poppy straw; on the manufacture of consumption, utilization, and stocks of opiates and opioids; and international global trade in narcotic drugs as well as in individual countries/territories. The Board may make such additional reports as it considers necessary. The reports shall be submitted to the Council through the Commission, which may make such comments as it sees fit.Article 18. The International Narcotics Control Board (INCB) issued supplementary reports on the availability of controlled substances for medical purposes in 1989, 1995, 2010, 2015 and 2018. In 2022, INCB has collected and analysed information from Member States and civil society to once again provide the international community with an update on the situation and to recommend remedial action. The data confirm the persistent disparities between regions in the consumption of opioid analgesics for the treatment of pain. Almost all such consumption is concentrated in Western Europe, North America, Australia and New Zealand. Consumption levels in other regions are often not sufficient to meet the medical needs of the population. These regional imbalances are not due to a shortage of opiate raw materials. Supply has been found to be more than sufficient to satisfy the demand reported to INCB by Governments, but it is evident that a large number of countries may not be accurately reflecting the actual medical needs of their populations in their reported demand, and hence the disparity in availability.
