Hatte zwischenzeitlich die Sportpolitik der EU-Mitgliedstaaten angefangen sich zu zentralisieren, zu föderalisieren bzw. zu europäisieren? Oder lag vielmehr ein erneutes Beispiel jenes „Spill-Overs“ vor, bei dem bereits im EU-Rahmen eingeleitete Prozesse weitgehend unvorhergesehene (wenn nicht sogar unbeabsichtigte) Konsequenzen in anderen Bereichen haben?
