Wie konsolidierte die Europäische Kommission das neue Politikfeld Sport in den Jahren vom Austritt aus der Welt-Anti-Doping-Agentur bis zum Inkrafttreten des Vertrags von Lissabon und dessen Implementierung (2001-2011)? Hatte zwischenzeitlich die Sportpolitik der EU-Mitgliedstaaten angefangen sich zu zentralisieren, zu föderalisieren bzw. zu europäisieren? Oder lag vielmehr ein erneutes Beispiel jenes „Spill-Overs“ vor, bei dem bereits im EU-Rahmen eingeleitete Prozesse weitgehend unvorhergesehene (wenn nicht sogar unbeabsichtigte) Konsequenzen in anderen Bereichen haben? Sollte die zunehmende sportpolitische Rolle von EU und Kommission überhaupt als Zentralisierungstendenz oder eher als Zeichen einer zunehmenden Verflechtung der von Mitgliedstaaten und Sportverbänden ausgeübten eigenen Rollen gesehen werden?
