The world order is breaking down. Global multilateral institutions are under attack from the United States, but their legitimacy and relevance have been shaky for a while. In the midst of this global disorder, a reconfiguration is underway, driven in large part by the interests, priorities, and actions of increasingly large, powerful, and wealthy Southern powers. The shape of the emerging order is unclear, but given the challenges the world confronts, collective action remains imperative, and Canada, facing an unreliable United States and a diminished Western Europe, must look beyond its traditional allies and seek new partners to navigate the world.
