This topical book analyses the main difficulties facing both existing, and candidate, EU countries in the area of Justice and Home Affairs (JHA) on the eve of enlargement. It also presents an excellent compendium of constructive policy recommendations, which the authors believe are needed to pave the way towards and after enlargement. The policy recommendations reflect the richness and difficulty of the debate as well as the sensitivity of the issues at stake - seeking to strike a balance between security, liberty and justice in the EU at this challenging time. The contributions have been grouped under three main headings, preceded by an overview of the progress and obstacles in the area of JHA. Practical recommendations are presented for each of the three areas:the fundamentals of JHA policies in a post-enlargement EUscenarios for crime, law and justice in an enlarged European Uniontowards an immigration and asylum policy for Europe.Written by academics, high-level practitioners and policymakers, this book will appeal to scholars of European studies and law, European-level policymakers and policy analysts. A wide variety of civil servants and lawyers will also find much of interest.

Of the ''four freedoms of movement'' embraced in the single European market concept--capital, goods, services, and persons-- the last-mentioned lags far behind in the practical affairs of Member States. In fact, the restrictions on free movement of persons are among the most significant failures of European integration.
This invaluable practice guide will help practitioners to interpret and apply appropriate legislation, directives, regulations, and policy statements to remedy such situations as the following: transfer of unemployment benefits; timely recognition of qualification for employment; transfer of retirement benefits; age limits defining dependents; restrictions on family reunion rights; rights of third country nationals married to EU nationals; and persons dependent on social assistance.
In addition to this detailed practical material, Freedom of Movement of Persons is the first book to collect the relevant directives, regulations, court judgements, and policy statements dealing with the free movement of persons in the European Union. Between its covers it contains legal analysis, practical guidance, and thorough documentation, making it an essential work for practitioners in the field.

When we consider the ideal of the `family'' of nations implied by the European Union, it seems unnatural to deal with the question of where Europe''s borders lie. Yet the question is urgently raised by grave issues of internal and external security.
As the European Union''s imminent eastward and southern expansion becomes reality--side by side with the evolving new emphasis on security spawned by the events of September 11, 2001--we must be sure that the Schengen norms remain viable. It is also crucial to take full account of the impact of the enlarged European Union on the non-candidate countries of Eastern Europe.
This important book takes the position that trust is the essential ingredient. Fourteen distinguished authors reveal various ways of achieving a level of trust among the members of the enlarged European Union adequate to the need for full freedom, security, and justice. The contexts in which trust must be established include police and judicial cooperation; the fight against terrorism, organized crime, and human trafficking: the latent threats to freedom of movement posed by national responses to increased immigration; and the transparent extension of EU Justice and Home Affairs measures to the candidate countries.
The authors include political actors, policymakers, advisers, experts, and researchers from all parts of Europe. Their individual and collective contributions, in each case built solidly on thorough analysis of the relevant issues, bring a wide range of profound and wide-reaching insights to a vital subject. The book is of great significance not only for those charged with law enforcement and security, but also to all academics and policymakers concerned with the future of Europe.
