To assist developing countries and countries with economies in transition to meet this obligation, the U.S. Country Studies Program is providing technical and financial support for the development of climate change studies in 55 countries. This document presents preliminary results from the vulnerability and adaptation assessment research of 13 of the countries that were ready to share their results. The countries contributing to this document are from the African, Asian-Pacific, Eastern European, and Latin American regions, and their assessments address impacts in the agriculture, grasslands, forest, water resources, and coastal resources sectors. This document includes results from many countries for which there was no prior research on the potential impacts of climate change, or for which the research has not previously been widely available. This work should aid understanding of the potential impacts of climate change and the effectiveness of adaptation strategies, and it should also help develop a consensus on appropriate methodologies and needs for refinement to currently available methodologies.

The Regional Workshop on Climate Change Vulnerability and Adaptation in Asia and the Pacific was attended by more than 100 technical and policy experts from 20 countries and territories. The topical areas were agriculture, forests, coastal resources, and water resources, and selected papers on these topics appear in this book. In addition, the first paper presents the general workshop conclusions and recommendations. The 20 peer-reviewed papers, most of which are written by researchers in Asian and Pacific developing countries, contribute to the understanding of climate change vulnerability and adaptation in Asia and the Pacific.

Global climate change is one of the most important environmental issues facing the world today. The United Nations Framework Convention on Climate Change (FCCC) acknowledges the potential for global climate change to have major effects on the world economy. The work of the Intergovernmental Panel on Cli mate Change (lPCC) is focused on evaluating the scientific data on climate change and analyzing the potential responses to it. One of the primary issues in the global climate change debate is how to adapt to any change that might occur. The process ofidentifying adaptation measures and evaluating their effectiveness is the focus of this book. In dealing with climate change adaptation, the sequence of events in conduct ing these types of analyses can be generalized as follows: • Develop scenarios for the possible range of climate change, • Assess the vulnerability of various sectors of the national economy and infrastructure to climate change, and • Identify and evaluate measures in each sector to adapt to the climate change It is this third step that is the subject of this book. In presenting this material, Chapter 1 gives an overview of the concept of climate change adaptation and the general principles guiding the conduct of analyses in this area. Chapters 2-7 give the results of evaluating climate change adaptation options in the agriculture, water resources, coastal resources, forest and ecosystems, fisheries, and human settlements sectors.

Climate scientists have determined that recent global temperature increases are due in large part to increased greenhouse gas emissions from human activities. Even if mitigation of these gases begins immediately, there is every reason to believe that climate change will continue to occur. Every region in the world ought to forecast, as the contributors do in this study of California (a region of broad variation and high population), how it will be affected by climate change and how it might best adapt. Models are used to estimate potential physical and biological impacts, efficient adaptations, and residual damages from climate change. The contributors cover a broad array of climate change impacts on affected market sectors (including water supply, agriculture, coastal resources, timber, and energy demand) as well as ecosystems and biodiversity. An integrated hydrologic-agriculture model is developed to explore how the region would adapt to changes in water flows. Interactions between climate impacts and population and economic growth, urbanization, and technological change are also explored. For example, the study examines how both climate change and projected land development affect the region's terrestrial ecosystems and biodiversity.The level of geographical detail, along with the broad applicability of the modeling, methodology, and conclusions, make this a unique and valuable reference for environmental economists, scientists, planners, and policymakers.

The Third Assessment Report of the Intergovernmental Panel on Climate Change (IPCC) has presented strong evidence that human-induced climate change is occurring and that all countries of the world will be affected and need to adapt to impacts. The IPCC points out that many developing countries are particularly vulnerable because of their relatively low adaptive capacity. Therefore it is seen as a development priority to help these countries enhance their adaptive capacity to climate change.The Potsdam Institute for Climate Impact Research and Stratus Consulting organized a workshop in the fall of 2001 to develop an agenda for research on how best to enhance the capacity of developing countries to adapt to climate change. This research agenda is relevant for governments and institutions that wish to support developing countries in adapting to climate change. The workshop brought together experts from developing and industrialized countries, non-governmental organizations, and multilateral and bilateral donor organizations to discuss a number of important topics related to adaptation, adaptive capacity and sustainable development. A dozen papers were commissioned to cover these topics, both from a theoretical perspective and in the form of national case studies. The papers form the basis for this important book, which presents the latest interdisciplinary knowledge about the nature and components of adaptive capacity and how it may be strengthened.
