Legislative term limits are reshaping the political landscape in numerous states; however, few of the effects are consistent across all states. Everything from the political environment to the level of legislative professionalism within a state influences the trends that are often attributed to term limits. To cut through these many trends and isolate the ones most likely created by term limits, this volume develops comparisons of states with term limits to similar states without term limits. The comparisons are organized by levels of legislative professionalism. The richness of the case study approach allows the contributors to Legislating Without Experience to offer valuable insights into the legislative process in each of the specific states. They also illuminate the individual idiosyncrasies that enhance or dilute the effects of term limits in a given state. Rarely does a case study book with multiple contributors offer apples-to-apples data comparisons. This project engaged nationally recognized scholars to collect and analyze comparable data in each state. The loss of major power brokers and their institutional memory makes the legislature a more chaotic place. Legislating Without Experience argues that on the whole, the legislature as an institution has been weakened by term limits. However, these effects vary from state to state based on the specifics of the limit and the degree of legislative professionalism. Importantly, legislative actors are adapting to the limits and making the best of a difficult situation.This book will be an excellent reference for students and scholars of state politics, legislative process, and term limits.

Then came the 2004 election, when nearly 47 percent of eligible 18-to-24-year-olds turned out to vote_an 11 percent increase over 2000 levels. In the wake of this surprising development, Fountain of Youth looks at the tactics and strategies for youth mobilization_from improved civic education to recasting the theme of 'Rock the Vote' to reinvigorating political parties. Indeed, the book includes new and innovative research on the role of local political parties in registering and getting young voters to the polls. The First Amendment of the U.S. Constitution forbids the creation of an official state church, and we hear the phrase ""separation of church and state"" so frequently that it may surprise us to note that no such barrier exists between religion and politics. Religion is, and always has been, woven into the fabric of American political life. In the last two decades, however, the role of religion in politics has become more directalmost a blunt, self-conscious force in the political process. The national consequences of this ""diminishing divide"" between religion and politics have brought new groups into politics, altered party coalitions, and influenced campaigns and election results. Churches and other religious institutions have become more actively engaged in the political process, and religious people have increased the level and broadened the range of their political participation. This is particularly true at the intersection of community development practice and community resilience theory. This book teases out limitations with current conceptualizations of community resilience, offers enhanced and alternative conceptualizations, and presents compelling case studies of new conceptualizations in action. This book is a starting place for scholarly conversations about the role of community resilience in community development practice.
