At a time when diplomatic practices and the demands imposed on diplomats are changing quite radically, and many foreign ministries feel they are being left behind, there is a need to understand the various forces that are affecting the profession. Diplomacy remains a salient activity in today's world in which the basic authoritative actor is still the state. At the same time, in some respects the practice of diplomacy is undergoing significant, even radical, changes to the context, tools, actors and domain of the trade. These changes spring from the changing nature of the state, the changing nature of the world order, and the interplay between them. One way of describing this is to say that we are seeing increased interaction between two forms of diplomacy, 'club diplomacy' and 'network diplomacy'. The former is based on a small number of players, a highly hierarchical structure, based largely on written communication and on low transparency; the latter is based on a much larger number of players (particularly of civil society), a flatter structure, a more significant oral component, and greater transparency. The Oxford Handbook of Modern Diplomacy is an authoritative reference tool for those studying and practicing modern diplomacy. It provides an up-to-date compendium of the latest developments in the field. Written by practitioners and scholars, the Handbook describes the elements of constancy and continuity and the changes that are affecting diplomacy. The Handbook goes further and gives insight to where the profession is headed in the future. Co-edited by three distinguished academics and former practitioners, the Handbook provides comprehensive analysis and description of the state of diplomacy in the 21st Century and is an essential resource for diplomats, practitioners and academics.

This volume examines the promotion and defense of democracy in the Americas. Taking the Inter-American Democratic Charter (IADC) of 2001 as a baseline, it charts the evolution of the issue over the past decade. Although it considers historical antecedents, the main focus of the book is on key instances of promotion and defense of democracy in the Western hemisphere since the adoption of the IADC. It analyzes democratic norms, norm enforcement mechanisms and how they work in practice. Special attention is paid to the 2009 Honduras coup, the issues raised by it and the debates that surrounded it, as this was the first instance in which a member state was suspended in accordance with the IADC. Three central themes guide the analysis: the nature of challenges to democracy in Latin America; the role of regional organizations as democracy promoters; and the transformation of Inter-American relations. The book unveils the key achievements and limitations of the OAS in the field and will be of great interest to students and scholars of democratization, US-Latin American relations, international relations of Latin-America and international organizations.

Is China’s signature global strategy a boon to world development or a channel for control? Traversing the Belt and Road brings together leading voices from China and across the globe to examine the Belt and Road Initiative (BRI) a decade after its launch. Spanning Asia, Europe, Latin America, and Africa, these essays highlight the diverse patterns and evolving dynamics across both the land-based and maritime Silk Roads. The volume’s findings—that while the BRI has facilitated development convergence in many regions, it has also intensified geopolitical competition and posed new governance challenges—are both encouraging and sobering.Engaging with key debates in world development and great-power rivalry, this book unpacks the BRI’s adaptive nature and highlights its shift toward green and digital globalization. The wide range of methods employed—including comparative case studies, historical inquiry, statistical modeling, and field-based research—show how local agency, institutional variation, and global dynamics have shaped outcomes on the ground. An indispensable resource for scholars, students, and policy analysts, Traversing the Belt and Road offers a timely and empirically grounded perspective on China’s global ambitions—and the roadblocks in its path.

Non-Alignment is back with a vengeance. In recent years, the number of countries embracing this venerable approach to foreign policy has increased exponentially, making it a force to be reckoned with in world affairs. The war in Ukraine, the expansion of the BRICS group, and the conflict in Gaza have given a special impetus to its rise in a new form: Active Non-Alignment (ANA). This has gone hand-in-hand with the growing power and influence of the Global South in world politics. In this agenda-setting book, Jorge Heine, Carlos Fortin and Carlos Ominami, explain the origins, dynamics and significance of ANA, for the future of world order. Far from a transitory expression of the current state of affairs, they argue that ANA is here to stay. It provides a powerful guide to action and a fine-tuned compass for the Global Majority, that is, the countries in Africa, Asia and Latin America, to strike out and prioritize their national interests, whilst navigating the perilous waters of a troubled world in the throes of change.

Latin America, with 8 percent of the world’s population and 30 percent of the world’s deaths from COVID-19, is Ground Zero of the pandemic. The region has also had the world’s worst economic performance in this period. Moreover, it is presently caught in the Second Cold War that is emerging between the United States and China. In this context, the active non-alignment option constitutes an imaginative and creative way out of the current crisis.
