This book describes challenges in the policy and practices of the various water sectors in the Philippines that have led to water conflicts. Such conflicts arise in the nature of rural-urban competition, trans-administrative boundary issues, and inconsistencies between customary and state rules, and even within state rules. Using inter-, multi- and trans-disciplinary approaches, and analysing from various scales - community, local and national governments - the book discusses policies and strategies needed towards achieving water security especially for the poor. Reflective of the complex and urgent water policy and governance issues in many developing countries, the book offers valuable lessons and insights to policy makers, water sector managers, planners and regulators as well as to academics, researchers and students.

This book explores how climate change and disaster risks threaten human security in Asia. Climate change and disaster risks have emerged as major human security challenges in the twenty-first century, and are an imminent “threat multiplier” with the potential to harm the vital core of human life and curtail people’s freedom and ability to live with dignity. Climate change and disaster risks undermine the security of individuals, communities, nations, and the world, considering the increasing trend in the frequency and magnitude of hydro-meteorological disasters and the projections on their future adverse impacts.
Despite recent advances in the literature, there is still a major gap in understanding the relationship and linkages between climate change, disaster risks, and human security, particularly as gleaned from the Asian experience. Asia is the world’s most vulnerable region in terms of the quantity and magnitude of impacts from various forms of disaster. At the same time,it has developed a number of innovative responses to address those risks, offering a wealth of experience. Exploring and capitalizing on the Asian perspective, this book provides valuable resource material for students, academics, researchers, policymakers, and development practitioners working in these areas.1 524 kr

Divided into three main parts, the first one zeroes in on climate-vulnerable sectors such as water, food and agriculture, health, and coastal communities in the Philippines to introduce readers to the current pressing impacts of the climate emergency. The second part presents case studies of local experiences from the country’s three island regions, namely, Luzon, Visayas, and Mindanao, and it situates the readers in different environments and contexts. The third part features transdisciplinary responses to the climate emergency, including salient challenges in relation to planning, financing, communication, and education. The concluding chapter highlights eight areas for action to tackle the climate emergency. Each chapter comes with an overview and a Summary for Policymakers, which provides clear guidance for action to be taken by both local and national policymakers.
