International organizations are ubiquitous in contemporary Europe and the wider world. This book is the first systematic assessment of the interactions of the European Communities (EC) with other Western organizations like NATO, the OECD and the Council of Europe for the period from the late 1960s to the early 1990s. Based on fresh archival research, its various contributions explore forms of co-operation and competition between these forums and thus seek to ‘provincialize’ and ‘de-centre’ the role of the predecessors of today’s European Union. Drawing on examples from a diverse set of policy fields including human rights, the environment, security, culture and regional policy, the book argues that inter-organizational dynamics are crucial to understand why the EC became increasingly hegemonic among the organizations active in governing Europe. In other words, the EU would not be what it is, were it not for the dynamics analyzed in this book. This book was originally published as a special issue of the European Review of History.

Culture is one of the most complex and contested fields of European integration. This book analyzes EU cultural politics since their emergence in the 1980s with a particular focus on the European Capital of Culture program, the flagship of EU cultural policy. It discusses both the central as well as local levels and contextualizes EU policies with programmes of other European organisations, such as the Council of Europe.By asking what "Europe" actually means for European cultural policy, the book goes beyond the confines of official organizations and the political sphere, to discuss the contribution, impact and appropriation among a more diverse group of actors and participants, such as transnational experts, local bureaucrats, cultural managers, urban dwellers and the visitors. Its principal aim is to debunk the myth of Brussels as the centre of cultural Europeanization. Instead, it argues that European cultural policy has to be seen as a relational, multi-directional movement, involving a wide variety of stakeholders and leading to conflicts and collaborations at various levels. Originally published in 2005, Soldiers of Labor is a systematic comparison between the labor policies of the Nazi dictatorship and New Deal America. The main subject of the book is the Nazi Labor Service (Reichsarbeitsdienst), a public work scheme that provided work and education for young men. Here, the organizational setup, the educational dimension, and its practical work are extensively examined. Originally, the institution was an instrument in the fight against unemployment at the end of the Weimar Republic. After 1933, it became a Nazi propaganda tool that ultimately became involved in the Nazi's war of extermination. This study examines the similarities and differences, the mutual perceptions, and transfers between the Nazi Labor Service and its New Deal equivalent, the Civilian Conservation Corps. For many political activists at the time, identifying with a ‘transnational’ or ‘global’ protest movement provided both legitimacy for their claims and stood for the promise of sweeping change. Existing research has often reproduced such perceptions. This book goes beyond such an approach by distinguishing between different forms of transnational spaces. More specifically, it recognizes important differences between imagined spaces of solidarity and belonging, spaces of knowledge circulation and spaces of social experience and political action. Each chapter uses this new framework and analyses the interrelationship and significance of each of these three spaces.

Drawing on examples from a diverse set of policy fields including human rights, the environment, security, culture and regional policy, the book argues that inter-organizational dynamics are crucial to understand why the EC became increasingly hegemonic among the organizations active in governing Europe. In other words, the EU would not be what it is, were it not for the dynamics analyzed in this book. This book was originally published as a special issue of the European Review of History.
