The Political Economy of Social Welfare Policy in Africa: Transforming policy through practice is a groundbreaking text that uses a political economy and human rights lens to analyse and critique social welfare policy in selected countries in Africa. Tracing the political transformation of South Africa and other sub-Saharan countries, it provides the reader with critical insight into how social welfare policy evolved during periods of colonial and post-colonial governance regimes and the contemporary period characterised by neoliberal globalisation. The text focuses on the interdependence of economic and social development policies and processes to advance human development and protect the basic human rights of all, especially the poorest and most marginalised.

A new generation of innovative social protection strategies is emerging in southern Africa. Although cash transfers are most prevalent, some country strategies include combinations of interventions such as food, livelihood inputs and support, asset building, public works and social services. The strategies vary in their commitment to social rights, their institutional and funding arrangements, the reach, scope and design of the programmes, and the behavioural conditions attached to grant access. The proliferation of national social protection in the Global South has been widely supported by governments, international agencies and non-governmental organisations (NGOs).This book offers researchers and policymakers much to think about when considering the rapid growth of social protection in southern Africa, the challenges this presents and the opportunities it offers for social development and economic growth. Hence, the book is a contribution to scholarship and policy debate on how to solve intractable social development problems in Africa and elsewhere. This book was originally published as a special issue of Development Southern Africa.

This cutting-edge Handbook argues for social protection to be situated in a wider system of social welfare and development programmes for low- and middle-income countries. Focusing on the role of citizens and communities in enhancing human development, it explores how welfare systems are unfolding in diverse contexts across the global South.Tracing the evolution and theory of social protection, the Handbook examines the nature, design, scope, goals and linkages of social protection and social development programmes. Case studies examine responses to the COVID-19 pandemic; the entrepreneurial character of modern social protection schemes; cash transfer schemes and the move towards cash-plus policies; and the fluidity between progression and regression of social protection. With global and regional reviews of social protection from in-country experts, the Handbook provides innovative solutions to key challenges.Bridging theoretical and empirical approaches, the Handbook on Social Protection and Social Development in the Global South will prove an invaluable resource for academics and graduate students of development, social policy and sociology. Its comprehensive overview of the field will also be useful for policymakers and practitioners working on social welfare and development in the global South.
