Die internationale Zivilluftfahtt weist gegenwärtig eine merkliche Tendenz zum "Re­ gionalismus" auf: zur engeren Zusammenarbeit zwischen benachbarten und politisch ähnlich strukturierten Staaten in regionalen Staatengruppen. Während im weltweiten Rahmen die flugtechnischen und administrativen Normen und Standards, die im Rahmen der Internationalen Zivilluftfahrtorganisation (ICAO) gelten, unverändert ihre wichtige Bedeutung behalten, findet sich im organisatorischen und wirtschaft­ lichen Bereich eine verstärkte Hinwendung zu den Möglichkeiten regionaler Zusam­ menarbeit und zur Orientierung an regionalen Gemeinsamkeiten. Die Europäische Zivilluftfahttkonferenz (ECAC), die Afrikanische Zivilluftfahrtkommission (AFCAC) und die Lateinamerikanische Zivilluftfahrtkommission (LACAC) haben ihren Tätig­ keitsbereich in den letzten fünf Jahren merklich erweitert und vertieft, der Arabische Zivilluftfahrtrat (ACAC) ist in diesem Zeitraum neu entstanden.
