Die internationale Zivilluftfahtt weist gegenwärtig eine merkliche Tendenz zum "Re­ gionalismus" auf: zur engeren Zusammenarbeit zwischen benachbarten und politisch ähnlich strukturierten Staaten in regionalen Staatengruppen. Während im weltweiten Rahmen die flugtechnischen und administrativen Normen und Standards, die im Rahmen der Internationalen Zivilluftfahrtorganisation (ICAO) gelten, unverändert ihre wichtige Bedeutung behalten, findet sich im organisatorischen und wirtschaft­ lichen Bereich eine verstärkte Hinwendung zu den Möglichkeiten regionaler Zusam­ menarbeit und zur Orientierung an regionalen Gemeinsamkeiten. Die Europäische Zivilluftfahttkonferenz (ECAC), die Afrikanische Zivilluftfahrtkommission (AFCAC) und die Lateinamerikanische Zivilluftfahrtkommission (LACAC) haben ihren Tätig­ keitsbereich in den letzten fünf Jahren merklich erweitert und vertieft, der Arabische Zivilluftfahrtrat (ACAC) ist in diesem Zeitraum neu entstanden. Im afrikanischen Rahmen soll die Frage der Flugtarife in einem neuen Gremium (AFRATC) behandelt werden. Auf wirtschaftlichem Gebiet führen Entwicklungen wie das enorme Anstei­ gen der Treibstoffpreise, Veränderungen in den internationalen Wettbewerbsbedin­ gungen und die amerikanische Deregulierungspolitik zu Ergebnissen, die eine engere Zusammenarbeit im regionalen Rahmen generell begünstigen. Das verstärkte Interesse und die seit 1977 einsetzenden aktiven Bemühungen der EG um die Erarbeitung einer gemeinsamen Politik auf dem Gebiet der Zivilluftfahrt fügen sich daher in eine allgemeine Entwicklung ein. Sie erscheinen von daher als ein durchaus realistischer Ansatz für eine Weiterentwicklung der europäischen Luftfahrt im internationalen Rahmen.
