Kern des Buches ist die Entwicklung einer Perspektive, mit deren Hilfe der "Neue Regionalismus" in den internationalen Beziehungen entschlüsselt werden kann. Der Neue Regionalismus wird als eine Erscheinungsform wirtschaftlicher Ordnungspolitik im Kontext einer globalen politischen Ökonomie interpretiert und er ist ein "offener Regionalismus", der auf dem Typus der "Wettbewerbsregion" beruht. Wettbewerbsregionen sind das Resultat der sozialen Konstruktion von Akteuren, die der Logik einer globalen Ökonomie folgen. Regionen sind Strukturmerkmale eines globalen Systems, d.h. regionale Integration wird auch in einer globalen Ökonomie nicht obsolet. Obsolet wird die Verankerung der vorherrschenden Ordnungspolitik sozialer Marktwirtschaft in regionalen Wirtschaftsräumen. "Regionalismus im Wandel" bedeutet daher eine Veränderung der "Logik" von Regionen in unterschiedlichen historischen Zeitabschnitten.
