This monograph presents the experience in the implementation of smart specialization strategies (S3) from multilevel policy governance, as well as from the bottom-up perspectives of firms, clusters, and networks in selected European countries. Clusters are considered crucial nodes in the ongoing transformation of international value chains (IVCs). Due to technological advancements and external shocks, such as pandemic and political conflicts, value chains (VCs) have been spatially and functionally shortening, and clusters are well suited to address the resulting demand for more diversified and higher value-adding activities in geographical proximity, such as European economic area. However, clusters differ in their positions and capability to advance in IVCs, which induces the research problem of the conditions for cluster upgrading (CU). This monograph aims to develop a theoretical framework for regional CU and empirically verify this framework based on ICT clusters in Europe. It advances the theory of upgrading by linking the VC governance and capability approaches, broadening the empirical evidence on the conditions of CU, and providing policy recommendations. Environmental changes and related public policies require an energy-focused sustainable industrial transformation (SIT) that reconciles economic, environmental, and social objectives. Local energy clusters are conducive to these transformative processes since they represent institutional structures that link key actors and factors in territorial communities to form niches for the green transition. However, SIT policies at the local level are in a nascent stage, and empirical evidence on these processes remains scarce. Furthermore, it is necessary to advance a conceptual background for SIT and identify the development conditions for territorial energy communities. In response to these theory- and policy-related challenges, this monograph aims to conceptualize the role of energy cluster policies in SIT using an institutional approach, as well as to identify the progress of the energy cluster policies and the development stages, drivers, and obstacles of local energy clusters. This book develops a comprehensive theoretical and empirical framework explaining how entrepreneurial ecosystems (EEs) influence firms’ sustainable high growth (SHG). Its core objective is to conceptualize SHG as a key outcome of entrepreneurial ecosystems and to empirically verify whether, and through which mechanisms, ecosystems foster sustainable firm expansion.The theoretical part is based on a narrative literature review covering entrepreneurial ecosystems, firm growth, and growth determinants. It integrates ecosystem thinking with firm-level perspectives, including the resource-based view, and advances theory by defining the output of EEs as sustainable high-growth entrepreneurship—growth that combines size dynamics, profitability, and social benefits.Methodologically, this book makes a strong contribution by applying a quantitative, large-scale approach that remains rare in EE research. Using firm-level microdata for over 43,000 enterprises and regional data for Polish ecosystems from 2018–2022, it employs panel logistic regression, marginal effects analysis, Bayesian regression, and spectral clustering. Entrepreneurial ecosystems are operationalized through six dimensions and the study also captures firm heterogeneity, prior growth, and spatial interactions between neighboring ecosystems.Practically, the findings offer valuable insights for policymakers and regional development practitioners. This book contributes to the emerging research on the growth process of firms, with a focus on the expansion of small and medium-sized enterprises (SMEs). A comprehensive approach to the issue of small firm growth draws upon empirical findings of the characteristics and economic importance of high-growth enterprises and the extant base of theoretical approaches to the growth of firms, with an emphasis on the literature of firm boundaries (scope and size). Consequently, this research adopts a deductive approach to building the conceptual framework of SME growth by integrating the resource-based view of the firm and transaction cost theory. This integrative theoretical framework was tested by using the multi-case study method to conclude with a proposal of the model of the growth process of SMEs. The model explains the choices of high-growth entrepreneurs regarding contractual arrangements, portfolio development, sources of new products, and associated governance in the expansion process. Consistent with the heterogeneity of SME expansion, the research reveals three equifinal patterns of these choices instead of only one path. This book is valuable for bridging separate and divergent streams of the literature on firms’ growth, namely, entrepreneurship, microeconomics, and strategic management literature related to firm boundary decisions.
