Avsevärda förändringar pågår, såväl inom välfärdssystemet som beträffande kyrkans roll i det svenska samhället idag. Förändringarna har dock skett gradvis och har därför inte alltid uppmärksammats så som de borde som potentiellt avgörande element i den förändringsprocess som pågår inom det som Filip Wijkström kallat »det svenska samhällskontraktet«. De har dock fått både politiker och beslutsfattare, sekulära såväl som kyrkliga, att snegla på Storbritannien för inspiration. I båda fallen ses situationen i Storbritannien gärna i instrumentella termer. Som en lösning att införa i vårt svenska sammanhang för att råda bot på vissa problem, inte minst bristande ekonomiska resurser. Denna rapport vill lyfta fram dessa frågor med hjälp av fakta och exempel både från Storbritannien och Sverige. Den ger en bild av situationen i Storbritannien i dag vad gäller frivillig välfärdsorganisation och frivilligarbetarnas roll inom och för kyrkan. De forskningsresultat som redovisas beträffande Storbritannien analyseras sedan i jämförelse med den svenska situationen. Rapporten avslutas med en diskussion om i vilken mån de brittiska erfarenheterna är av intresse i ett svenskt sammanhang och vilka för det svenska sammanhanget relevanta läxor finns att lära genom en sådan jämförelse?
