This book offers a sociological analysis of the history of international police cooperation in the period from the middle of the 19th century until the end of World War II. It is a detailed exploration of international cooperation strategies involving police institutions from the United States and Germany as well as other European countries. The study provides a rich empirical account of many dimensions in the history of international policing, including the role of police in the 19th-century movement towards nationalindependence; evolution from political cooperationtowards international criminal enforcement; international policing aspects of the outbreak of World War I and the Bolshevik Revolution; the early history of international police organizations, including Interpol; the international implications of the Nazification of the German police; and the rise on the international scene of the Federal Bureau of Investigation.To account for these historical transformations, this book develops an innovative theoretical model of bureaucratization based on the sociology of Max Weber and theories of globalization. It is argued that international police cooperation is enabled through a historical process of police agencies gradually claiming and gaining a position of relative independence from the governments of their respective states. Furthermore it shows that international police cooperation relies on expert systems of knowledge on international crime, which police institutions across nations develop and share. Paradoxically, in spite of this spirit of cooperation, national concerns of participating forces remain paramount.

According to the American scholar Louis Henkin, human rights have become the paradigm of our time, thereby displacing previous paradigms such as religion and socialism. The criminal justice system has not been immune to this rapid rise of human rights. In the past two decades, considerable attention has been paid to the rules of due process for suspects and offenders, during criminal proceedings and in situations of detention.In recent years, the rights of victims have gained more weight in the criminal justice system, also in international tribunals and courts. Moreover, the principles and norms of human rights have received wide attention in conceptualizing crime and delinquency. Some crimes, e.g. trafficking in human beings or violence against women and children, are now defined in terms of human rights violations. This volume in the series Sociology of Crime, Law, and Deviance deals with aspects of punishment, including sentencing, incarceration, and prison conditions, in a variety of settings at local, national, and/or regional levels. The book brings together some 14 scholars to contribute their respective chapters, each of the authors drawn from various parts of the world, thus ensuring a global perspective. The chapters in this volume address specific aspects of punishment, prisons, and incarceration based on the author's unique specialty and setting. The focus is explicitly comparative, analyzing punishment in different national and regional settings, and thus seeks to offer a global orientation. Both thematically and regionally diverse within the province of social and behavioral studies devoted to the study of punishment and incarceration, the chapters in this volume are also diverse in terms of theoretical approach and methodological orientation.
