In late 2015, against a background of growing populist opposition to international trade agreements, the European Commission announced its willingness to negotiate a comprehensive bilateral investment agreement with Taiwan. While this should be relatively straightforward, this book warns that it is unlikely to be so. The major stumbling block is not Chinese opposition, as is so often assumed, or populist resistance but a lack of sufficient political will on both sides. This stems from a mutual lack of awareness which in turn is due to the relative stagnation of bilateral trade. A successful outcome would therefore act as a catalyst in developing relations further. The author examines the principal obstacles to reaching an agreement and the ways of overcoming them. The book should be of interest to policy makers, negotiators and advisors involved in the forthcoming negotiations but also to anyone with an interest in the EU’s relations with Taiwan. 

This book is based on the author’s experience as a British diplomat and scholar working in East Asia for much of the period since 1980. It seeks to challenge widely held views in Britain about the nature of our relations with countries in East Asia, especially in respect of trade. It does so by looking at case studies, or specific incidents in diplomatic relations, not academic theory, using examples that have hitherto received little or no attention. While it is aimed at general readers who may have an interest in the broad subject, it should also be of great value to academics and scholars.

Originally called the Trans-Pacific Partnership until the USA withdrew in 2017, the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) is an ambitious and wide-ranging free trade agreement between eleven Pacific countries. Far from faltering after US withdrawal, several more countries have since applied to join, including China, Taiwan and the United Kingdom. Some observers see in this a contest between China and the USA for wider influence through an attempt to control or re-write the rules of international trade; at a minimum accession by any of the three would have a major impact on the CPTPP as originally envisaged.
