This book offers a major new theory of global governance, explaining both its rise and what many see as its current crisis. The author suggests that world politics is now embedded in a normative and institutional structure dominated by hierarchies and power inequalities and therefore inherently creates contestation, resistance, and distributional struggles. Within an ambitious and systematic new conceptual framework, the theory makes four key contributions. Firstly, it reconstructs global governance as a political system which builds on normative principles and reflexive authorities. Second, it identifies the central legitimation problems of the global governance system with a constitutionalist setting in mind. Third, it explains the rise of state and societal contestation by identifying key endogenous dynamics and probing the causal mechanisms that produced them. Finally, it identifies the conditions under which struggles in the global governance system lead to decline or deepening.Rich with propositions, insights, and evidence, the book promises to be the most important and comprehensive theoretical argument about world politics of the 21st century.

This book applies the analytical approach called Historical Institutionalism (HI)- so far mostly used within comparative politics-to the field of International Relations (IR). It provides an introduction to HI concepts and makes an argument for why it is particularly well-suited for understanding current developments within international institutions. In particular, it helps us to understand the combination of change and stability that together form the dynamics of institutional development over time. It is the first book to collect original, empirical research applying historical institutionalism to international institutions. The chapters cover a range of institutions important to IR, including the development of European Union competition policy, the global politics of financial reform after the 2008 crisis, the institutional development of the World Health Organization, membership reforms in the League of Nations and the United Nations Security Council, and civil society access to intergovernmental organizations. The concluding chapter discusses the relationship of HI to other institutionalist approaches and the role of HI in future IR research.

World orders are increasingly contested. As international institutions have taken on ever more ambitious tasks, they have been challenged by rising powers dissatisfied with existing institutional inequalities, by non-governmental organizations worried about the direction of global governance, and even by some established powers no longer content to lead the institutions they themselves created. For the first time, this volume examines these sources of contestation under a common and systematic institutionalist framework. While the authority of institutions has deepened, at the same time it has fuelled contestation and resistance. In a series of rigorous and empirically revealing chapters, the authors of Contested World Orders examine systematically the demands of key actors in the contestation of international institutions. Ranging in scope from the World Trade Organization and the Nuclear Non-proliferation Regime to the Kimberley Process on conflict diamonds and the climate finance provisions of the UNFCCC, the chapters deploy a variety of methods to reveal just to what extent, and along which lines of conflict, rising powers and NGOs contest international institutions. Contested World Orders seeks answers to the key questions of our time: Exactly how deeply are international institutions contested? Which actors seek the most fundamental changes? Which aspects of international institutions have generated the most transnational conflicts? And what does this mean for the future of world order?

To understand these challengers, it is important to have a better grasp of their common target. This book introduces the "liberal script" as an analytical concept that allows us to analyze and problematize liberal thinking, as well as its different components and linkages and the tensions that they produce. What happens when the pursuit of market efficiency is incompatible with social justice? It is these tensions between the different components of the liberal script that are at the heart of the challenges against it. Different societies have resolved these tensions in different ways, leading to a variety of liberal subscripts and their contestations. The volume integrates theoretical and methodological perspectives from different disciplines, including political science, sociology, law, history, philosophy, post-colonial studies, and educational science. In demonstrating the theoretical and empirical added value of using the concept of "liberal script", the volume presents a multifaceted and nuanced picture of what is at stake in the challenges to liberalism in the early 21st century. This volume has emerged from research carried out as part of the Cluster of Excellence "Contestations of the Liberal Script - SCRIPTS", which analyzes the contemporary controversies about liberal ideas, institutions, and practices on the national and international level from a historical, global, and comparative perspective. It connects academic expertise in the social sciences and area studies and collaborates with research institutions in all world regions. Operating since 2019 and funded by the German Research Foundation (DFG), SCRIPTS unites eight major Berlin-based research institutions: Freie Universität Berlin, the Humboldt-Universität zu Berlin, the Berlin Social Science Center (WZB), the Hertie School, the German Institute for Economic Research (DIW), the Berlin branch of the German Institute of Global and Area Studies (GIGA), the Centre for East European and International Studies (ZOiS), and the Leibniz-Zentrum Moderner Orient (ZMO).

This volume explores the various strategies, mechanisms and processes that influence rule of law dynamics across borders and the national/international divide, illuminating the diverse paths of influence. It shows to what extent, and how, rule of law dynamics have changed in recent years, especially at the transnational and international levels of government. To explore these interactive dynamics, the volume adopts an interdisciplinary approach, bringing together the normative perspective of law with the analytical perspective of social sciences. The volume contributes to several fields, including studies of rule of law, law and development, and good governance; democratization; globalization studies; neo-institutionalism and judicial studies; international law, transnational governance and the emerging literature on judicial reforms in authoritarian regimes; and comparative law (Islamic, African, Asian, Latin American legal systems).

Citizens, parties, and movements are increasingly contesting issues connected to globalization, such as whether to welcome immigrants, promote free trade, and support international integration. The resulting political fault line, precipitated by a deepening rift between elites and mass publics, has created space for the rise of populism. Responding to these issues and debates, this book presents a comprehensive and up-to-date analysis of how economic, cultural and political globalization have transformed democratic politics. This study offers a fresh perspective on the rise of populism based on analyses of public and elite opinion and party politics, as well as mass media debates on climate change, human rights, migration, regional integration, and trade in the USA, Germany, Poland, Turkey, and Mexico. Furthermore, it considers similar conflicts taking place within the European Union and the United Nations. Appealing to political scientists, sociologists and international relations scholars, this book is also an accessible introduction to these debates for undergraduate and masters students.

There is a tendency in public debate to downplay the significance of populism by attributing its rise to the inadequacies of those who vote for populist leaders and parties.  But this way of thinking prevents us from seeing that the rise of populism may be linked to problems and shortcomings in the way our democracies work. In this important book, Armin Schäfer and Michael Zürn argue that the rise of authoritarian populism is rooted in two developments that are specifically political in character: first, the unequal responsiveness of parliaments towards less privileged citizens; and second, the growing political role of non-majoritarian institutions, like central banks and international institutions, that remove decisions from public debate and entrust them to experts.  Contemporary democracy is increasingly perceived as lacking openness and representativeness.  More and more citizens come to feel that politics is made by a closed political class oblivious to the concerns of ordinary people, and those who share this view are more likely to vote for authoritarian populists.Although contemporary populists keep rubbing salt into the wound of liberal democracy, their responses fail to solve the problems of democratic politics. On the contrary, wherever authoritarian-populist parties have come to power, they have damaged democracy rather than expanding it or reducing existing inequalities.

Scholarship of multi-level governance has developed into one of the most innovative themes of research in political science and public policy. This accessible Handbook presents a thorough review of the wide-ranging literature, encompassing various theoretical and conceptual approaches to multi-level governance and their application to policy-making in domestic, regional and global contexts. The importance of multi-level governance in specific policy areas is highlighted, and the contributors - an international group of highly renowned scholars - report on the ways in which their field of specialization is or may be affected by multi-level governance and how developments could affect its conceptualization. European integration is considered from its unique standpoint as the key catalyst in the development of multi-level approaches, and the use of multi-level governance in other parts of the world, at both domestic and regional levels, is also considered in detail before focus is shifted towards global governance. The Handbook concludes with a presentation of six policy fields and instruments affected by multi-level governance, including: social policy, environmental policy, economic policy, international taxation, standard-setting and policing. This comprehensive Handbook takes stock of the vast array of multi-level governance theory and research developed in subfields of political science and public policy, and as such will provide an invaluable reference tool for scholars, researchers and students with a special interest in public policy, regulation and governance.Contributors: M.W. Examines how national interest groups respond to the international pressures of globalization.Globalizing Interests is an innovative study of globalization "from inside," looking at the reaction of nationally constituted interest groups to challenges produced by the denationalization process. The contributors focus on business associations, trade unions, civil rights organizations, and right-wing populists from Canada, Germany, Great Britain, and the United States, and examine how they have responded to three extremely globalized issue areas: the Internet, migration, and climate change. What they find is that "the politics of denationalization" is a new game with new rules, new teams, and surprisingly broad support for governance beyond the nation state.
