This book is a collective work published as part of a larger project titled "Mexico-Guatemala cross-border region; regional dimensions and bases for integrated development," the purpose of which is to introduce a series of issues relative to the geopolitical dimension of Mexico’s actions in Central America and its stance on conflicts in the region between 1959 and 2019.The most widely published texts up until now have been written by Mexican authors, and we have less insight into how these processes have been viewed from Central America. With that in mind, we brought together a group of specialists, each highly renowned in their own country, some of them academics and others whose accounts are worth hearing because of their participation in social and political movements that are closely bound up in this issue. The following questions guided the drafting of this book: How have Central Americans viewed Mexican policies toward their countries? What do they think of Mexico’s influence in various spheres of life in the region? Has Central America’s past view of Mexico as their Latin American "big brother" changed? What do they consider to be the most salient issues in relations between our countries? What were the strategic interests of Cuba and the United States in the region? How did these processes develop during the Cold War, and what elements began to change in the 1990s? The purpose of the chapters in this book is to answer these questions and to bring together and share knowledge and perspectives.This book will appeal to students and researchers alike interested in the politics and history of 20th-century Mexico and Central America, as well as the involvement of such states during the Cold War and thereafter.

This volume explores several issues pertinent to the history of the cross-border region between Mexico, Guatemala and Belize from new explanatory approaches in order to reflect on a history and a reality that are shared by three neighbouring societies, emphasizing the actors and local practices that shape cross-border dynamics.This analysis is contributed by eight specialists who study aspects that are fundamental to our understanding of a process involving various persons and institutions in a specific space. Dynamics and Conflicts in a Cross-Border Region addresses an issue of current relevance through studies that focus on the problems inhabitants of the region have faced over the years: the realities of a porous border; the existence of family, trade and cultural ties that surpass the administrative limits negotiated by the states late in the 19th century; the impact of the internal conflicts of neighbour countries in the border space; experiences of exile and refuge at the border and the violence they entail; the role of local authorities in managing regional problems; the pending task of cross-border territorial organization; the efforts of local institutions to promote regional development; and the presence of phenomena like contraband, drug trafficking, organized crime and human trafficking in an increasingly complex and challenging space. This provides a way to use the region’s history as a springboard for conceiving of mechanisms by which we can together face the challenges presented today to the inhabitants of the cross-border region between Mexico, Guatemala and Belize.This book will be a valuable resource for students and scholars of Latin American history and Social History.

Este libro tiene como objetivo la elaboración de una historia de las relaciones de México con los países centroamericanos, desde los años sesenta del siglo XX hasta la actualidad, caracterizando sus etapas, procesos y factores determinantes. Se trata de un texto breve de divulgación que da cuenta de los principales acontecimientos de esta relación, elaborado con información puntual que permitirá que el público amplio se acerque a estos procesos y pueda tener una mayor comprensión de los temas actuales y de los problemas que nos vinculan como región.Los aspectos reseñados en el texto reflejan la variedad de aristas que tiene esa relación. Si bien destacan los acontecimientos de orden político, el lector también podrá comprobar que México ha hecho y hace presencia en el istmo centroamericano en muchas otras áreas y campos: en los deportes, la cultura, el arte y la educación; como tierra de refugio, como país solidario en apoyo de las luchas y las rebeliones populares; en los negocios empresariales y en el comercio.Así, pues, la historia de esta relación es larga y duradera. Sobresalen en ella los diversos momentos que se presentan en este volumen, los cuales permiten evidenciar tanto la continuidad como la fortaleza de los vínculos entre México y Centroamérica.

Con el objetivo de dar visibilidad a una región de muy alta prioridad para nuestro país, dada la escala y trascendencia de los procesos socioeconómicos que tienen lugar en ella, las autoras se propusieron emprender una revisión histórica de las relaciones de México con Guatemala y Belice. Para ello elaboraron este texto breve de divulgación, que da cuenta de los principales acontecimientos de los vínculos históricos entre estos tres países a lo largo de doscientos años, desde la consumación de la independencia en 1821 hasta la primera década del siglo.El texto fue elaborado con información puntual que permitirá que el público amplio se acerque a estos procesos y pueda tener una mayor comprensión de los temas actuales de la relación de México con los países de su frontera sur, así como de los problemas que nos vinculan. Expuestos en orden cronológico, se presentan los acontecimientos más trascendentales de las relaciones históricas entre México, Guatemala y Belice, que incidieron en la conformación de la región transfronteriza de los tres países, que marcaron su devenir histórico, político y socioeconómico, y que dan sentido a estos dos siglos de historia.La estructura del libro es muy simple y busca facilitar la comprensión de los acontecimientos y los procesos por parte de los lectores. Se busca llegar a un público amplio, poco conocedor de la historia de las relaciones de México con sus vecinos del sur para que, a través de este texto, se familiarice con las principales etapas de nuestra historia fronteriza.

Un grupo amplio de especialistas del Instituto Mora, de la Universidad de Quintana Roo y de la UNAM se reúnen en esta obra para analizar las continuidades y transformaciones de las sociedades centroamericanas, desde las guerras civiles que tuvieron lugar en la región en la década de 1980 hasta la actualidad. Los ejes temáticos son diversos: las formas de participación de distintos sectores sociales en las guerras civiles en Guatemala, El Salvador y Nicaragua; la intervención de Argentina en el impulso a la contrainsurgencia en Hondura s; la presencia de México en la promoción de la paz regional; el papel de las expresiones literarias y musicales como formas de resistencia y visibilización de las luchas; los desafíos derivados del fin del conflicto armado y el proceso de reinserción de los excombatientes; la transformación de la violencia política en violencia social; y la búsqueda de justicia en la arena internacional ante las masacres perpetradas en la guerra. De este modo, el libro aborda la historia y el presente de varios países de la región, haciendo referencia a dos etapas que suelen tratarse en forma separada: la guerra y la posguerra. Logra conjuntar temas novedosos y perspectivas de análisis diversas con la intención de estimular el interés en el estudio de la región centroamericana, para desentrañar su creciente complejidad.

En esta obra se recoge el testimonio del embajador Gustavo Iruegas, personaje que tuvo un papel protagónico en la diplomacia mexicana de la segunda mitad del siglo XX y, en particular, en la fase del conflicto centroamericano de los años setenta y ochenta. Se destaca, en especial, el período de la diplomacia activa del gobierno mexicano y la actuación de Iruegas en Nicaragua y El Salvador.El recuento de su vida y su carrera diplomática constituye un testimonio excepcional para el conocimiento de esta etapa de las relaciones México-Centroamérica, en el que relata episodios de la diplomacia mexicana desconocidos hasta ahora y ofrece información relevante con respecto a otros temas de la política exterior y de la política interna de México.Esta fue la última vez en que Gustavo Iruegas estuvo dispuesto a dar su testimonio en una serie de entrevistas, en las que se entremezclan la visión de un representante diplomático del Estado mexicano y sus propias opciones políticas. Pero en estos dilemas de sus simpatías personales y la razón del Estado, se preserva siempre la perspectiva del diplomático.
