This book investigates the politics of federalism reform in Germany which has spanned over more than a decade. Different from reform attempts in other federal countries, the German reform was split up in three distinct steps: an adjustment of legislative powers between the federal and the state level, followed by the introduction of the ‘debt brake’; and, finally, the reform of fiscal equalization. Against the background of this sequential reform, this book not only discusses the effects of single reform steps, but also examines the results and inconsistencies of the overall reform process and reconsiders its cumulated effects. The contributions collected in this volume cover a broad range of reform aspects, among them historical aspects, the role of party politics, changes in the legislative process, and the resurgence of joint decision-making. All chapters contribute to the theoretical framework which sheds a fresh view on the dynamics of federalism reforms. The chapters originally published in a special issue of Regional and Federal Studies.

Grundkenntnisse der statistischen Datenanalyse gehören heute in den Curricula der Politikwissenschaft und anderer Sozialwissenschaften zum Standardp- gramm. Dies ist eine logische Konsequenz der Entwicklung dieser Disziplinen in den vergangenen Jahrzehnten, in denen das Instrumentarium der quantitativen Forschung immer weiter ausgefeilt wurde, und in denen daher mit Hilfe der qu- titativen empirischen Forschung wichtige Erkenntnisse gewonnen werden ko- ten. Die Wahl- und Einstellungsforschung, der internationale Vergleich mak- ökonomischer Größen wie Arbeitslosigkeit, Bruttosozialprodoukt oder Lebe- standard, die Demographie oder Politikfeldanalyse sind nur einige Beispiele für die fruchtbare Anwendung quantitativer Daten und deren statistischer Analyse. Die quantitative empirische Forschung mit Hilfe der Statistik ist somit ein wich- ger und verbreiteter Bestandteil des sozialwissenschaftlichen Instrumentariums geworden, die man zumindest passiv, möglichst aber auch aktiv, beherrschen so- te. Mit dem vorliegenden Buch wollen dieses Grundwissen, aber vor allem ein Grundverständnis vermitteln. Es sollte kein "Kochbuch" werden, nach dem Motto: "Wenn man die Fragestellung XY beantworten will, nehme man 2000 Befragte, 5 Variablen und drei multivariate Analyseverfahren, diese werden gründlich dur- geschüttelt und zwei Stunden lang ausgekocht, dann werden die Ergebnisse mit Salz und Pfeffer gewürzt und dekorativ mit ein paar Basilikumblättchen ange- ten. " Vielmehr sind wir überzeugt, dass ein echtes Verständnis für die Logik - wohl der generellen Vorgehensweise empirischer Forschung als auch einzelner statistischer Verfahren eine notwendige Voraussetzung ist, um vernünftige Erg- nisse empirischer Forschung zu produzieren und diese aufgeklärt zu diskutierenoder zu kritisieren.
