Organisatorische Regeln sind ein recht ungewöhnliches Untersuchungsobjekt für eine wissenschaftliche Untersuchung. Häufig werden sie vor allem als bürokratische Hemmnisse der Kreativität von Organisationsmitgliedern betrachtet. Eine möglichst regelarme Organisation und Organisationsmitglieder, die nicht regelorientiert, son­ dern durch Eigeninitiative die Geschicke einer Unternehmung lenken, werden als erstrebenswerte Ziele angesehen. Diese Sichtweise blendet aber eine ganz wichtige Funktion organisatorischer Regeln aus: Das Wissen und die Erfahrungen von Orga­ nisationsmitgliedern werden in den formalen Regeln einer Organisation gespeichert und Mitarbeitern zur Verfügung gestellt, die dieses gespeicherte Problemlösungs­ wissen auf einfache Weise zur Anwendung bringen können. Regeln sind Medien des Organisatorischen Lernens. Änderungen im Regelwerk einer Organisation be­ deuten, dass neues Wissen in die formalen Regeln der Organisation implementiert wird. Die Untersuchung der Veränderungen formaler Regeln einer Organisation ist somit auch eine Untersuchung einer bestimmten Form des Organisatorischen Ler­ nens. Vor diesem Hintergrund stellen organisatorische Regeln also durchaus ein lohnenswertes Objekt organisationswissenschaftlicher Forschungsbemühungen dar. Die Veränderung organisatorischer Regeln kann nun aber nicht ausschließlich unter dem Gesichtspunkt des Organisatorischen Lernens untersucht werden. Die Arbeit von Herrn Beck verdeutlicht, dass viele weitere Aspekte des organisationalen Wandels mit Regeln verbunden sind. Regeländerungen stellen den Wandel der kleinsten strukturellen Einheiten einer Organisation dar. Somit werden für eine Stu­ die, wie sie der Autor mit dieser Arbeit vorgenommen hat, theoretische Aussagen sowohl zu denFunktionen organisatorischer Regeln als auch zum organisatorischen Wandel relevant.
