Money is essential to the functioning of electoral politics, yet regulating its appropriate use raises complex and controversial challenges in countries around the world. Both long-established democracies and emerging economies have been continually plagued by problems of financial malfeasance, graft, corruption, and cronyism. To throw new light on these important challenges, this book addresses three related questions: (1) what types of public policies are commonly used in attempts to regulate the role of money in politics?, (2) what triggers landmark finance reforms? and, (3) above all, what works, what fails, and why - when countries implement reforms? Checkbook Elections? presents an original theory for understanding policies regulating political finance, reflecting the degree to which laws are laissez-faire or guided by state intervention. Each chapter is written by an area specialist and collectively cover long-established democracies as well as hybrid regimes, affluent post-industrial societies (Sweden, the United States, Britain, and Japan), major emerging economies (Russia, Brazil, and South Africa) and developing societies (India and Indonesia).

Recent decades have seen growing concern regarding problems of electoral integrity. The most overt malpractices used by rulers include imprisoning dissidents, harassing adversaries, coercing voters, vote-rigging counts, and even blatant disregard for the popular vote. Elsewhere minor irregularities are common, exemplified by inaccurate voter registers, maladministration of polling facilities, lack of security in absentee ballots, pro-government media bias, ballot miscounts, and gerrymandering. Serious violations of human rights that undermine electoral credibility are widely condemned by domestic observers and the international community. Recent protests about integrity have mobilized in countries as diverse as Russia, Mexico, and Egypt. However, long-standing democracies are far from immune to these ills; past problems include the notorious hanging chads in Florida in 2000 and more recent accusations of voter fraud and voter suppression during the Obama-Romney contest. When problems come to light, however, is anyone held to account and are effective remedies implemented?In response to these developments, there have been growing attempts to analyze flaws in electoral integrity and transparency using systematic data from cross-national time-series, forensic analysis, field experiments, case studies, and new instruments monitoring mass and elite perceptions of malpractices. This volume collects essays from international experts who evaluate the robustness, conceptual validity, and reliability of the growing body of evidence. The essays compare alternative approaches and apply these methods to evaluate the quality of elections in several areas, including the United States, Sub-Saharan Africa, and Latin America. Concern about the integrity of American elections did not start with Trump's election; flaws in procedures have gradually grown during recent decades. The contemporary "tipping point" that raised public awareness was the 2000 Bush v. Gore Florida count, but, the 2016 campaign and its aftermath clearly worsened several major structural weaknesses. This deepened party polarization over the rules of the game and corroded American trust in the electoral process. Disputes over elections have proliferated on all sides in Trump's America with heated debate about the key problems--whether the risks of electoral fraud, fake news, voter suppression, or Russian interference--and with no consensus about the right solutions. This book illuminates several major challenges observed during the 2016 U.S. elections, focusing upon concern about both the security and inclusiveness of the voter registration process in America. Given the importance of striking the right balance between security and inclusiveness in voter registration, this volume brings together legal scholars, political scientists, and electoral assistance practitioners to provide new evidence-based insights and policy-relevant recommendations.

Gender is one of the primary fault lines running through contemporary American politics. The political agenda has become deeply polarized by such issues as affirmative action, abortion rights, and welfare reform.
