Gegenstand des Buches ist die staatliche Umverteilung zwischen den Generationen, wie sie insbesondere im Rahmen einer umlagenfinanzierten Rentenversicherung erfolgt. Die gleichgewichtige Umverteilungspolitik wird in einem politisch-ökonomischen Modellansatz der repräsentativen Demokratie abgeleitet. In dem Modellrahmen werden verschiedene Einflussfaktoren der Umverteilungspolitik systematisch untersucht. Dazu gehören der Informationsstand der Regierung über die individuellen Ersparnisse, die verfügbaren Instrumentvariablen zur Umverteilung und exogene Einflussgrößen wie das Bevölkerungswachstum und die individuelle Lebenserwartung. Die Arbeit verdeutlicht auch den Zusammenhang zwischen der intergenerativen Umverteilung und der einkommensabhängigen Umverteilung innerhalb der Generationen.
