Since its origins, there have been competing views concerning the nature, scope and objectives of the process of integration and of the European Union. Attitudes towards Europe and European integration, both among political elites and citizens, have been much studied over the last 15 years. But there is no comprehensive analysis of these competing views of Europe at the supranational level.The existence of radically diverging views on the European political system within the EU’s own institutions is problematic at both theoretical and practical levels. Little is known, however, about this phenomenon, its impact on the EU’s agenda and policy-making as well as on constitutional reform. This book aims therefore at investigating the divergence in views about the European Union in order to lend insight into its consequences for the functioning of the EU and its institutions. Despite real improvements since the beginning of the last decade, legislative studies are still underdeveloped in France, compared to other modern democracies. This weakness is linked to the characteristics of the political system itself: the Constitution of 1958 has created a semi-presidential regime, the centrality of which has been constantly reinforced since. The French parliament is thus supposed to be extremely feeble. This lack of interest for legislative studies is also to be found in the specificities of French political sociology, which pays little attention to institutions.As a result, very few papers and books deal with French chambers and MPs. Yet, they are fascinating cases of study for scholars interested in parliamentary representation, professionalization of political life, and French politics. The French parliament and MPs are deeply paradoxical: MPs are very attached to the concept of national sovereignty but remain involved at local level and in surgery work; the French National Assembly is supposed to be weak, but is quite active and influential; citizens are more aware of the role of MPs than it seems, and their views and values are closer than predicted. This book gathers seven papers from the LEGIPAR research project (2008-2012). The project was designed by the contributors to rejuvenate French legislative studies by collecting systematic data on MPs’ socio-biographical profiles and activities, conducting face-to-face interviews, gathering exhaustive data on National Assembly activity and organising focus groups to analyse citizens’ perceptions of their MPs.This book was originally published as a special issue of the Journal of Legislative Studies.

The state of the art shows that there are many assumptions and claims on how European integration may affect national legislation and, more generally, domestic governance but that there is a lack of solid and comparative data to test them. The aim of the book is to give a solid and comparative insight into Europeanization focusing on effective outcomes in a systematic way. This book analyzes the period 1986-2008 and includes an introduction, a global overview of European legislative activities which set the background for Europeanization of national legislatures, 9 country contributions (8 EU member states + Switzerland) including systematic, comparative and standardized data, tables and figures, and a conclusion with a comparative analysis of the European and domestic reasons for Europeanization.All national contributions conclude that Europeanization of national legislation is much more limited than assumed in the literature and public debate. This book assesses the many changes that have occurred within the European Parliament and in its external relations since the Lisbon treaty (2009) and the last European elections (2014). It is undoubtedly the institution that has evolved the most since the 1950s. Despite the many crises experienced by European integration in the last years, the Parliament is still undergoing important changes in its formal competences, its influence on policy-making, its relations with other EU institutions, its internal organisation and its internal political dynamics. Every contribution deals with the most recent aspects of these evolutions and addresses overlooked topics, providing an overview of the current state of play which challenges the mainstream intergovernmental approach of the EU. This project results from research conducted at the Department of European Political and Governance Studies of the College of Europe. Individual research of several policy analysts of the European Parliamentary Research Service (EPRS) have contributed to this endeavour.

De esta manera, en el primer capítulo encontramos un análisis que aborda las relaciones de la Unión Europea con América Latina y el Caribe, para luego centrarse en Colombia, desde dos perspectivas: cronológica y multinivel. El segundo apartado pone en evidencia cómo la cooperación y el diálogo político entre la Unión Europea y los países de América Latina y el Caribe se han fortalecido, produciendo importantes resultados en las relaciones birregionales, particularmente en los ámbitos del desarrollo local, la educación superior y la cohesión social. El último escrito nos facilita la comprensión de la UE como el mayor proyecto de paz jamás emprendido, recordando que esta sigue siendo una unión imperfecta, pero necesaria para el bienestar, la libertad y la democracia de sus ciudadanos.
