Seit Mitte der 1990er Jahre sind Situation und Entwicklung der Hochschulen in Deutschland viel diskutierte Themen. Otto Hüther untersucht vor dem Hintergrund der Organisationsreformen der Universitäten seit 1998 die Regelungen der Landeshochschulgesetze im Hinblick auf die Umsetzung des New Managerialism bzw. des New-Public-Management-Modells. Er zeigt zum einen deutliche Differenzierungen zwischen den Bundesländern auf, zum anderen Inkonsistenzen innerhalb der Landeshochschulgesetze, die eine Umsetzung des NPM-Modells in der universitären Praxis fraglich erscheinen lassen.
